Peck UST coordinator UST System Description Brockton Elevator (Facility) is a privately-owned cooperative with a fueling station located on the Fort Peck Reservation in Brockton, Montana. The fuel at this Facility is sold to the local farming community. The Environmental Protection Agency's Facility records indicate that the Facility has four STI-P3 underground storage tanks (USTs), which were installed in 1980 (Tanks 1 and 2) and 1998 (Tanks 3 and 4). The tank names and contents are listed in the table below. All tanks have above-grade piping that runs to the overhead fueling station. Tanks 3 and 4 also have below-grade double-walled omniflex suction piping. The EPA last inspected the Facility on May 19, 2022, and selected it for routine re-inspection. On August 6, 2025, the EPA contacted the Facility operator to schedule the inspection. A record of communication is included as Attachment A. The EPA inspector arrived at the Facility at approximately 1:30 p.m. The EPA inspector introduced herself and presented inspector credentials. The Facility representative consented to the inspection. The EPA inspector conducted a physical inspection of the UST system as well as a review of Facility records. Photographs of records and UST system components taken during the inspection are in Attachment B. Tank Leak Detection Tank leak detection consists of a Veeder Root TLS-350 automatic tank gauge (ATG) system. The Facility operator provided 12 months of passing monthly tests for all four of the tanks. The ATG passed the annual operation inspection on June 18, 2025. Piping Leak Detection All tanks have above-grade piping that runs to the overhead fueling station. Tanks 3 and 4 also have below-grade double-walled omniflex suction piping. No release detection monitoring is required for the piping at this Facility. Cathodic Protection The last two Cathodic Protection (CP) test records were available. The CP system passed inspection on June 16, 2022, and June 11, 2024. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment The spill buckets passed testing on June 11, 2024. The overfill prevention equipment was inspected on June 11, 2024. The flapper valve on Tank 2 passed inspection. The overfill flapper valves on Tanks 1, 3, and 4 were replaced on July 2, 2024. Records of the replacement were available at the time of inspection. Periodic O&M Walkthrough Inspections Records of the monthly and annual walkthrough inspections for the last twelve months were available at the time of the inspection. Operator Training Records of training for the Class A, B, and C operators were present during the inspection. Financial Responsibility On-site records indicate that the Facility is covered by the Montana State Fund and a Montana certificate of financial responsibility was available. 2050101 - Brockton Elevator Page 2 of 3 08/27/2025 UST Inspection Physical Observations The EPA inspectors viewed the UST system. The spill buckets were clean, intact and functional. Flapper valves were present in each of the drop tubes. The dispensers were opened, and a shear valve was observed. Conclusion Prior to departing the Facility, Ms. Person stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment C).
