The fuel at this Facility is sold to the public. The Environmental Protection Agency's Facility records indicate that the Facility has two cathodically protected steel underground storage tanks (USTs) installed in 1989. Tank 1 and Tank 2 have a capacity of 10,000 gallons and store regular unleaded gasoline. Records indicate that the piping is pressurized and single-walled steel construction. Inspection Narrative On June 10, 2025, the EPA conducted an inspection at Harris Oil and Propane in Belcourt, North Dakota. The EPA last inspected the Facility on May 16, 2023, and it was selected for routine reinspection. The EPA inspector spoke with the Facility representative and sent a follow-up email on May 16, 2025, to schedule the inspection and provide inspection details (see Attachment A). The EPA inspector arrived at the Facility at 11:15 a.m. CDT and was met by the Facility representative. The EPA inspector introduced herself and presented inspector credentials. The Facility representative consented to the inspection. The EPA inspector conducted a physical inspection of the UST system as well as a review of Facility records. Photographs of UST system components taken during the inspection are in Attachment D. Copies of operation and maintenance records are in Attachment B. 3050006 Harris Oil and Propane Page 1 of 3 6/10/2025 UST Inspection Tank Leak Detection Tank leak detection equipment consists of an automatic tank gauge (ATG). The EPA was provided 12 months of passing release detection monitoring for the UST. No record of an annual test of the ATG system was present at the time of the inspection, but the Facility representative stated that testing had been completed. A call to the service provider confirmed that the records would be sent. Records were received on July 15, 2025. A passing ATG test was performed on July 10, 2025. Piping Leak Detection Piping leak detection consists of electronic line leak detectors (ELLD) that are monitored by the ATG. The operator maintained 12 months of passing records for the lines. No record of an annual test of the ELLD system was present at the time of the inspection, but the Facility representative stated that testing had been completed. A call to the service provider confirmed that the records would be sent. Records were received on July 15, 2025. Passing ELLD tests were performed on July 9, 2025. Cathodic Protection The UST system, including tanks and piping, is constructed of cathodically protected steel. The records for the last two tests were maintained by the operator. The most recent record indicates the system passed a test on February 23, 2024. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment The spill buckets and overfill prevention (flapper valves) were tested and passed on January 30, 2024. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Records of monthly and annual walkthrough inspections for the last twelve months were provided at the time of inspection. Operator Training A certificate for Class A and B operator training was maintained onsite at the time of inspection. The Class A/B operator is also the Class C operator. Financial Responsibility The Facility uses the North Dakota Department of Environmental Quality Petroleum Tank Release Compensation Fund (fund) for financial responsibility coverage. The EPA observed a certificate of registration for the fund onsite. Physical Observations The EPA inspector viewed the spill buckets, tank top sumps, fill ports, and dispensers. The spill buckets appeared clean. Inspection Conclusions and Recommendations At the end of the inspection, Ms. Person filled out an Onsite Deficiency Identification Form (see Attachment C). Prior to departing the Facility, Ms. Person stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment D).
