Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected 11 College Street Ellijay, Georgia 30540 Inspection Date: May 19, 2022 Facility Programmatic ID 3601431266 LAT: 34.6963 LON: -84.4806 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Pamela Storm Tony Spann Introduction An inspection pursuant to Section 114 of the CAA was conducted on May 19, 2022, at 11 College Street in Ellijay, Georgia 30540 (the facility). The facility is owned by Edward McDonald located at 61 Independence Circle in Ellijay, Georgia 30536. The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections and Tony Spann. Mr. Spann also possesses EPA inspector credentials and was participating in this inspection to meet training requirements to conduct CAA NESHAP asbestos inspections. A permit application was filed on October 2, 2019, with the City of Ellijay to make additions, alterations, and repairs to the approximately 6,667 square foot facility. The inspectors obtained information regarding this renovation from the City of Ellijay on May 19, 2022, prior to this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation and demolition activities conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned information from the City of Ellijay. Facility Information The facility was not occupied at the time of this inspection. Renovations were ongoing. Inspection Inspection At the time of this inspection, the facility was unoccupied and was undergoing renovations. The facility is located at the intersection with Main Street next to the Ellijay Coffeehouse. Inspectors could not determine the previous usage of the facility since the inside was gutted. Windows had been removed and boarded. The roof appears to have been removed. The ceiling has openings to the outside. The concrete floor was not covered with any type of flooring material. Debris on the floor included wood and metal columns. Metal ladders inside the facility were observed going up to the open ceiling. The outer shell of the building was brick and concrete block. Conclusion The inspectors will follow up with Edward McDonald, the owner of the facility, and other owners/operators, as deemed appropriate, to obtain information and necessary paperwork related to these renovation activities. This information will include, but not necessarily be limited to, copies of asbestos inspection reports and renovation notifications for the facility.
