Wilson - Granville At the recent ASH'! meeting on April l4th, the Navy announced their initiation of a program to investigate* the use of asbestos in insulation products. This program was initiated by NAV SEC Washington to NAV SEC Philadelphia in a letter from Captain Riblett identified as follows: 6101C (EC) ' 9390 2SER.27S dated 4/7/69 A Kincaid is taking appropriate steps to obtain a copy of this letter. This five part program is expected to be completed within a period of six months. Items 1, 2 and 3 listed below are to be completed by August 30, 1969* Phase 1 - NAV SEC Philadelphia is responsible for the investigation of private and Navy ship yards as to the extent of asbestos products being used. They will ask all ship yards for their recommendations as to the substitution of other products that do not contain asbestos. Cost and feasibility studies will be conducted on these recommendations. Phase 2 - NAV SEC Philadelphia will contact insulation manu facturers for their ideas on substitution products that do not contain.asbestos materials. Phase 3 - NAV SEC Philadelphia will evaluate the results of items 1 and 2 above and put together a complete product re commendation for Navy use in ship yards. PLAINTIFF'S EXHIBIT U/V'MS3? Saverstrom - New York 2 April 17, 1969 Phase 4 - The Bureau of Medicines and Surgery will contact ship yards and manufacturers to determine the extent of the health hazard that exists from the use of asbestos products. They will check into the past history regarding the number of reported cases of asbestosis that exist and will be searching for any private surveys that any of the manufacturers have conducted. Their prime interest will concern the steps taken by the manufacturer to protect the applicator from asbestosis. T" Phase 5 - Based upon the results of the above, NAV SEC Washington will then modify MIL Standard 769 and specification 9390* In view of the interest in this program by the Navy, it is essential that we make every effort to bring our project of replacing asbestos fiber in Kaylo to a quick and successful conclusion. At the same time, a maximum effort should be placed on the Fiberglas Multi-Temp pipe and board project as a back up to the Kaylo program. As in dicated in previous correspondence, the boiler industry is tending away from the use of calcium silicate and going to mineral fiber pipe insulation.
