Some of the contents of this transmittal may be a duplication of items sent previously, but we want to insure that you get a copy of everything we have pertaining to VCl exposure.
A report from L.B. Crider regarding "Analytical and Monitoring Proce dures Required for Compliance with the OSHA Permanent Standard for VCM" is enclosed. This report indicates that no specific acceptable procedures have been issued. The emphasis on monitoring is with personnel monitoring over area monitoring. The reason is that it is most important to know what the employee is personally exposed to as opposed to readings from fixed points within a building.
A report from B.L. Toole regarding "Equilibrium VCM Vapor Concentration Over PVC Resins" is also included. This report is important for correlating RVCM in PVC with atmospheric concentrations which can develop when resin is stored or heated such as in the compounding operation. VC1 in the atmosphere around high speed mixers during compound should be analyzed and ventilation reviewed.
Concern has been developing regarding VC1 concentrations in air outside the PVC plant property limits. Surrounding residential areas are particu larly interested. The attached report from R.A. Yount regarding "Status of New Infrared Instrument for VCM Monitoring and New Approach to Fenceline Monitoring" covers monitoring equipment recommendations for this purpose.
A report from J.A. fCLupar on B.F. Goodrich Chemical Co. "VCl Ambient Vapor Concentrations in U.S. PVC Plants can be found in this transmittal.
Newspaper articles relating to reported deaths of PVC plant employees due to angiosarcoma in Canada are included. These PVC plants were purchased by B.F. Goodrich in 1972. Also articles regarding the connection between Neoprene and lung and skin cancer are also included. The Russian researchers have uncovered Chloroprene as a human carcinogen. It appears that the VCl concern could just be the first in a long line of chemicals that can be labeled as human carcinogens.

A recent communication regarding newspaper coverage of the B.F. Goodrich effort to cut vinyl chloride risk by spending $U2 million dollars to reduce exposure can also be found in this transmittal.
