At 12:48 a.m. on March 3, 1985, I reported a vinyl chloride release to the atmosphere to the National Response Center (1-800-424-8802). Petty Officer Bryan accepted the call. I told him that about 9:10 p.m. on March 2, 1985, a valve on a reactor malfunctioned, causing vinyl chloride to be released to the atmosphere. I told him that the system was Immediately shut down and isolated. 1 told him that approximately 1,000 pounds were released. He asked if we had notified anyone else, t told him that we plan to notify the Mississippi Bureau of Pollution Control when their office opens on Monday. He asked If there were any deaths or injuries. I told him no.
At 8:22 a.m. on March 4, 1985, I called Jerry Banks with the Mississippi Bureau of Pollution Control and reported the Incident to him. He asked no questions and thanked me for calling.
