Inspection Date: 3/24/2025
The Port of Morgan City and surrounding facilities were selected for inspection based on a Regional initiative to evaluate facilities at ports receiving or transporting Resource Conservation and Recovery Act (RCRA)regulated hazardous wastes, and/or have an International Convention for the Prevention of Pollution from Ships (MARPOL) Annex V Certificate of Adequacy (COA) issued by the U.S. Coast Guard (USCG).
This report is based on information supplied by the facility representatives, inspector observations, port related facilities, and other records, including photographs taken (see Appendix 1), verbal or written statements made during or after the on-site inspection, and/or materials shown, demonstrated, or submitted to the Environmental Protection Agency (EPA) during or after the on-site inspection. In addition, information gathered prior to or after the inspection from a review of EPA, State, and public records may be included in this report.

Coastal Tank Cleaning LLC (CTC), located in Morgan City, LA, operates as a tank cleaning service for tugs, vessels, septic waste, grease traps, fuel tanks, and bilges. Tank cleaning is performed off site, and any used oil/water waste generated is transported back to CTC for storage until it is shipped for recycling or disposal by Aaron Oil (LAR000046474). CTC also functions as a used oil transporter and transfer facility, using vacuum trucks to collect used oil and oil-contaminated solids from customers and return them to the facility for storage. Mr. Leonard said they can accept used oil across their dock space; however, this is rare. The facility has six used oil storage tanks ranging from 10,000 to 20,000 gallons, as well as three diesel fuel storage tanks. CTC is registered with the EPA as a Very Small Quantity Generator (VSQG) of hazardous waste, used oil transporter, and used oil transfer facility under EPA ID LAR000067553.
After the opening conference, the inspection team observed CTC's used oil storage operations. The inspection team first observed the staging area for used oil drums, where drums are held upon arrival before being pumped into the onsite used oil storage tanks. The staging area, located next to the used oil tanks, contained nineteen full 55-gallon drums of used oil, none of which were labeled as "Used Oil" (see Appendix 1 - Photos 1 to 4) [AOC#1 - CTC did not clearly label containers used to store used oil with the words "Used Oil" - 40 CFR 279.45(g)(1)]. The inspection team also noted that the used oil containers were not stored with secondary containment [AOC#2 - CTC stored used oil as a transfer facility without a secondary containment system - 40 CFR 279.45(d)]. The inspection team then observed the used oil storage tank area, where no areas of concern (AOCs) were noted.
The inspection team then observed another storage area where an oil-water separator was previously kept. The area is now used to store totes of new oil. However, the inspection team observed an oily sheen collecting on rainwater in the secondary containment system (see Appendix 1 - Photos 5 and 6) [AOC#3 - CTC did not clean up and properly manage the released used oil and other materials - 40 CFR 279.45(h)]. The inspection team also observed two half-full 55-gallon drums storing used oil-contaminated solids near CTC's supply storage yard (see Appendix 1 - Photos 7 and 8). The two drums were not labeled as used oil and were stored within a secondary containment system (see AOC #1 and #2). Upon returning to the office, Mr. Leonard provided the inspection team with the shipping manifest from when the nineteen 55-gallon drums of used oil were picked up and transferred to CTC; this occurred on February 7, 2025, which was beyond the 35day time limit for storage as used oil transfer facility [AOC#4 - CTC stored used oil longer than 35 days - 40 CFR 279.45(a)].

The inspection team did not observe other AOCs at the time of the inspection. However, further EPA review may change or add to their potential AOCs. A closing conference was conducted at approximately 11:45 AM with Mr. Leonard. The AOCs were communicated during the closing. Following the inspection on 4/4/2025 and 4/9/2025, Mr. Leonard sent follow-up emails in response to the AOCs observed during the inspection including:
A tracking manifest from Aaron Oil for the removal of used oil on 4/4/2025. Photos of a new staging area for used oil drums. Photos of the drums removed from the original staging area and new drums labeled as used oil. Photos of the secondary containments for both the oil/water separator area and tank storage area
were pumped out and rinsed.
A new TCLP profile recertification for the used oil-contaminated solids waste stream. Shipping manifests from Aaron Oil showing used oil collections from CTC on 4/7/25 and 4/9/25.

Attached are some pictures with descriptions on addressing the areas of concern.
Pie #1 - shows a concreted area that we designated as a holding area for drums. The 2 drums in the pie are empty, I placed them there for visual along with the new magnetic cables.
pie #2 - shows the area were those 18 drums were located. The empty drums were in good condition and were given away for other uses. More drums came in and originally put in the same spot.
Pie #3 - I had them relocated to the new spot and instructed everyone on future drums to be staged here
Pie #4 - is the concrete secondary containment showing it has been pumped out. We did pump it out early last week, but the rainstorm earlier in the week put a Lil more back in it.
Pie #5, 6, 7 - areas of larger containment wall, emptied and rinsed
Aaron Oil - The larger transporter (over 6000 gal) ended up not being available. The smaller truck came, and they will be returning next week for another load.
TCLP - the new profile recertification was completed so I added it in also. I still need to complete the profile update for the landfill.

Additional information. The drums of filters have been relocated to the crusher secondary containment and the loose drum of oily debris has been added to the Environmental box awaiting disposal.
