This studywas undertakeninresponsetotestingdone by the German Army which was reportedin"InvestigatioonfsToxicEffectsand BiologicaDlegradabilftoyfFoam Extinguishing Agents inWastewaterm by Ekkehard lsingT.he report,hereafterreferredto as the "German Army Report",includeddata for16 firefightinmgaterialso,fwhich two were 3M's FC-203 and FC-206.The 16 firextinguishinaggentswere categorizedas:
5 multi-rangfeoam agents -6film-forminfgoam agents 3 proteinfoam agents 1 film-forminfgluo(ine-protfeoianm agent 1 specialfoam agent fordeep-frypan fires EnvironmentaleffectsconsideredintheGerman Army Report-were: 1.Acute toxicittyothe marine photoluminescentbacterium Photobacterium phosphoreum usingtheMicrotoxlsystem.The toxicitwyas expressed as F-C.la.nd ECw, however,theexposuretime isnotclearfrom the German Army Repd and may have been 10,20,or30 minutes.Two multi-rangefoam agents were considered "highlytoxic"T.hree multi-rangfeoam agentsand 2 filmformingagentswere found to be "toxic"F.our film-formiraflgl'3,proteint,he film-forminfgluorine-proteaignent,and the deep-fryagentwere consideredtohave "lowto)(idivF.P-203 and FC-206 were inthe "low toxicitcya"tegory. 2.Algae cellmultiplicatiionnhibititoenstusing Scenedesmus subspicatusas thetest organism withan exposure time of72 hours.Toxicitywas expressed as EC 10and ECN. Allfoam agentswiththeexceptionoftwo ofthe proteinfoam agents were "toxict"oalgae.The two proteinfoam agents had weak toxicittyoalgae.Both 3M productswere considered"toxietoalgae. 3.Acute toxicittyoDaphnia magna afterexposure for24 hours.The toxicitwyas expressed as LCIO and LC50,buttheeffectcriteriownas theorganisms'lossof ability to swim and willbe referretdo as EC 10and EC50 inthisreport.All5 multi-rangefoam agents,allfilm-forminaggentsexceptFC-206, and the deep-fryagent were "toxieto

5..Chemical Oxygen Demand (COD) and 5-day BiochemicalOxygen Demand (BOD 5) ofa 3% solutionofthetestmaterialinwater.The ratioofBOD 5to COD was used as a ratingguidelinew,itha BOD &/COD ratiof 0.5 or lew consideredWinsufficient biochemicaldegradation"T.wo mulfi-rangeagents and -onefilm-forminaggent (FC-206)were consideredinsufficiendtelgyraded biochemicallyT.he ratioforFC-206 was 0.35.One multi-rangaegent and one filmformingagent (FC-203)were considered"probablyinsufficienbte"cause theirBOD WOOD ratioswere 0.55.The 9 remainingagentswere allsufficienWtiththeirBOD /COD ratiosrangingfmm 0.60 to 0.89.
The data from theGerman Army Reportforthetwo 3M.products are summadzed inthetable below.The-data forthe Microtox,Zebrafish,COD, and BOD 5testsseem to be "reasonable* and "self-consistenTth"e.data are consideredreasonablebecause they agree fairlwyellwith data from previous3M studiesand areconsideredself-consistenbtecause the FC-206 data are roughlyhalfthatofFC-203.

For thealgaltoxicitdyata,therearetwo importantpointstoconsider.Firstt,he German Army's algaedata show essentialleyquivalentoxicitfyorourtwo products.One would expect more toxicitfyorFC-203 than forFC-206, as shown inthe Microtox,Zebrafisha,nd Daphnia tests.However, highertoxicitbyy FC-203 than by FC-206 may notalways be true.For example,theremay be a component which isparticulartloyxictoalgae,perhaps disrupting thephotosynthetipcrocess.Second, our PED forFC-203 indicatenso effectotwo algal spediesatconcentrationusp to 1,000 mg/L.Whilethe two algalspecieson the PED are not thesame as those inthe German Army Report,they are allfreshwaterspeciesand such a largedifferencientoxicitwyouldn'tbe expected.One importantlimitatiwoinththe PED data is thatitdatesfrom 1974 and ithas been impossibletovedfythe exactformulationofthe sample used inthosetests. For the Daphnia data inthe German Army Report,the differencbeetween the*FC-206and FC-203 values.seemslargewhen consideringthewater contentofthetwo formulationsA.lso, thereisa considerabledifferencbeetween the PED data.andthe German Army data.Our PED has a 48-hrstaticDaphnia magna LC5. of1,600 mg/L,whilethe German. Army Report has a 24-hrstaticDaphnia magna EC50 is430 mg/L.The PED data isquiteold(1973)and the formulatioonfthetestsample cannot be verifiedT.here isa majordifferencbeetween the PED data and the German Army data inthatthe PED data istheconcentratiownhich causes death to50% ofthe Daphnia testpopulation(LC 50)and the German Army value isthe concentratiownhich causes 50% ofthetestpopulationtostopswimming (Effective Concentration= EC50).The German Army valueisinfairagreement withrecentresults which show a 48-hrstaticDaphnia magna EC50 of229 mg/L. One thingthatshouldbe keptinmind when consideringthetoxicitdyata isthatreproducibility and precisionoftoxicittyestscan vary considerablyfrom laboratortyolaboratoraynd over time.However,the differencebsetween the olddata(circa1974) and the more recentdata is more likeldyue tochanges informulationratherthan changes intestprotocolortestspecies. At any rate,our primaryinteressthouldbe thetoxicitoyf our currentproductsand Wia*.should
be concerned withhavingcurrent,reliabldeata on our PEDS.
IllG.eneral Comments
The followingeneralstatementssummarize the factorsguidingthisstudy. 1.The primarypurpose of.theenvironmentaleffectsdata isforinternaulse inevaluating formulationasnd ingredientasnd not intendedforsubmissiontogovemmental regulatorayuthoritieTsh.erefore,any testingshould be done usinglow-cost, non-GLP methods.An exceptionmay be dataforthe new foamer (L-4640)which may need to be submittedforthe European PMN currentluynderway.
1 DraftReportfrom EnviroSystemsLaboratorydated March 10,1991.We have asked EnviroSystemsto repeatthe Daphnia testsforFC-203 and VW1 60390. The preliminary resultfsrom EnviroSystemson the restofthe samples were acceptable.

2.The German Army performsitsown testingand no.authodtyotherthan the German Army ispresentluysingtheevaluationscheme used inthe reportcitedabove. Therefore,thereisno need tochoose a laboratoryt.estprotocolo,rtestspecies applicabloenlytotheGerman Army testscheme. Instead,testmethods and species shouldbe chosen so thattestresultcsan be used inas many countriesas possible.
3. Where possibled,ata on the environmentaleffectsofcomponents should be obta7ined from the literatuorrefrom raw materialsuppliersinorderto reduce testingcostsand time.
4.The Nagonal InstituotfeOccupationalSafetyand Health(NIOSH) terminologyforthe relativteoxicitoyfthecomponents and the formulationswillbe used inthe discussionoftox7iecffectsW.hiletheseterms were not used inthe German Army Report,theyare generallyaccepted inthe US. Some interestinogbservationscan be made from these numbers.
