KENNEDY, LOS ANGELES MEMO TO: NPVLA Members of The East & West Central Regions Subject: Association Legislative Conference The importbnce of industry being well Informed on legislative and regulatory proposals at all jurisdictional levels cannot be overemphasized today. Your experience with air and water pollution controls, and more recently with lead paint proposals and mercury problems, clearly illustrates this need. If the Association is to effectively represent the coatings industry, our members at the grassroots level must actively participate in this job. To do this, you must have a working knowledge of the major issues that confront us. On February 17, a meeting will be held at'the Pick Congress Hotel, Chicago, Illinois which will provide you, or a representative from your company, with the opportunity to secure such firsthand knowledge. This is the second in a series of Legislative Conferences, sponsored by the United States Chamber of Commerce, in which NPVLA is cooperating and which are designed to accomplish this purpose. These are not meetings where industry representatives listen to government officials talking in generalities and selling the Administration's philosophy. Rather, they are hard-core briefing sessions, conducted by thoroughly trained and knowledgeable pro fessional staff personnel which will give you a personal insight into major issues affecting the conduct of your business. There will also be give-and-take sessions where your thoughts and problems will be discussed. In conjunction with the U. S. Chamber program described in the attached flyer, consumerism, environmental matters and other legislative proposals of direct concern to our industry will be discussed in greater detail at a special briefing by members of the NPVLA Staff. Comments will be made on the "Lead-Based Paint Poisoning Prevention Act" (P. L. 91-695), the "Poison Prevention Packaging Act of 1970" (P.L. 91-601) and the "OccupationaLSafety and Health Act of 1970" (P. L. 91-596), and how these laws will have a direct effect on your company and its profits. By presenting its own ideas on these subjects and hearing yours, NPVLA hopes to better assist in developing a coordinated position in regard to those legislative and regulatory proposals of greater concern to our industry. For your convenience, the NPVLA Special Briefing will be held at the same location (Pick Congress) as the Association Legislative Conference. |t Is our plan to limit our meeting to two hours (about 3:00 - 5:00 p. m.), and to follow the briefing with an informal reception for which there will be a nominal charge of $5.00 per person to cover costs. This is a real opportunity For your company to secure in one day a personal insight and action ideas on the crucial legislative issues being developed in the 92nd Congress as well as, those just recently passed. Business must begin to take firm, inte11 igent and positive positions on these issues if we are to avoid a further proliferation of costly business regulations.
