Muranko Treasurer 21 Arrowhead Lane Branford Connecticut 06405 Administrative Office 475 Wolf Ledges Parkway Akron Ohio 44311 762-7707 - History In 1956 the Board of Directors of the American Industrial Hygiene Association appointed an ad hoc Committee on Certification in the Field of Industrial Hygiene Under the chairmanship of Lewis J Cralley Ph.D , this Committee reported to the Board on October 10 1957 recommending that the Association endorse and initiate the establishment of a voluntary certification program for qualified industrial hygienists In November 1957 the Board of Directors appointed an ad hoc Committee on Certification Standards under the chairmanship of Henry F. Smyth Jr Ph.D. In February 1958 this Committee recommended to the Executive Committee of the Association that the American Conference of Governmental Industrial Hygienists should be invited to join with the Association in initiating a certification program and should be invited to delegate six members to join with the ad hoc Committee in planning Early in 1958 these ACGIH delegates were named and the resulting Joint Committee on Certification Standards with thirteen members held its first meeting in April 1958 under the chairmanship of Henry F. Smyth Jr. Ph D In March 1959 the Joint Committee recommended to the two Associations that voluntary certification should be conducted by an Independent incorporated Board that the two Associations should sponsor the Board and advance monies for its initial expenses that the Joint Committee should be discharged and that each Association should delegate six of its members to join in organizing the independent Board During the summer of 1959 the memberships of the two Associations approved the principle of voluntary certification the outline of plans and proposed qualifications for certification which had been prepared by the Joint Committee and the advance of money for initial expenses . Each organization thereupon delegated six of its members to join in organizing the Board The twelve delegates held their initial meeting in Rochester New York on April 24 1960. A petition for a charter as a profit corporation under the laws of the Commonwealth of Pennsylvania was approved by the Court of Common Pleas of Allegheny County September 12 1960 and certified by the Prothonotary of that County September 26 1960 The American Board of Industrial Hygiene held its first annual meeting in Pittsburgh on October 28 1960 All diplomates of the American Board of Industrial Hygiene become members of the American Academy of Industrial Hygiene They remain members in good standing so long as they pay the annual dues assessed by the Board Those who have retired from professional activity will remain members in good standing without the payment of annual dues During 1966 the diplomates activated the American Academy of Industrial Hygiene as a voluntary professional society Bylaws American Academy of Industrial Hygiene Preamble The American Board of industrial Hygiene Incorporated under the laws of the Commonwealth of Pennsylvania in 1960 as a profit corporation has as a primary purpose improvement in the practice and educational standards of the profession of industrial hygiene The American Board of Industrial Hygiene in carrying out its objectives certifies individuals as to education experience and professional ability in the comprehensive practice of industrial hygiene or specialized aspects of the profession The American Board of Industrial Hygiene by legal action duly recorded in the minutes of the Corporation has indicated that successful candidates for certificates shall attain the status of Diplomate in the American Academy of Industrial Hygiene subject to compliance with requirements established by the American Board of Industrial Hygiene Further the American Board of Industrial Hygiene by legal action duly recorded in the minutes of the Corporation has activated the American Academy of Industrial Hygiene into a incorporated voluntary profit professional society under the sponsorship of the Corporation to attain the Purpose and Objectives outlined in the Bylaws of the Academy Article 1. Name The name of the organization shall be American Academy of Industrial Hygiene Article II Purpose and Objectives Section 1 The purpose of the Academy is to provide leadership in advancing the professional field of industrial hygiene by raising the level of competence of industrial hygienists and by securing wide recognition of the need for high quality industrial practice to insure healthful work conditions in the various occupations and industries To meet this central purpose the Academy must work both within and outside its own professional group Its activities shall include but not be limited to a Recruitment and training -- develop and conduct programs of recruitment of graduates in the sciences and in engineering into the field promote programs of graduate training in industrial hygiene and consult with the universities and other training programs entrance requirements curricula and methods of instruction to insure a firm base on which to build professional competence encouratghee development of programs of continuing education and training for practicing industrial hygienists through refresher courses and advanced seminars b Promotion of industrial hygiene -- promote recognition by all individuals and organizations concerned with health maintenance in industry of the need for the highest level of competence in industrial hygiene practice participate actively in governmental planning committees and hearings and in the parallel efforts of industrial management groups and labor organizations to improve and extend occupational health activities collaborate with other professional groups in occupational health in pursuit of common aims and objectives c Advancement of Board Certification -3 work with the appropriate governmental and private to secure the widest acceptance and adoption of certification by the American Board of agencies Industrial Hygiene as a basic qualification for employment in both public and private industrial hygiene organizations d Code of Ethics -- establish guidelines for ethical conduct in the practice of industrial hygiene Section 2 The Academy is organized as a profit association its officers shall serve without pay and upon dissolution of the Academy its assets shall revert to the American Board of Industrial Hygiene Section 3 Subject to specific approval by the Amer can Board of Industrial Hygiene the Academy is empowered to accept grants gifts and monies from foundations government industry and to individuals implement specific objectives within the purpose of the Academy or to implement the objectives of grants made to the American Board of Industrial Hygiene Article III Membership All individuals who are certified by the American Board of Industrial Hygiene are eligible for membership in the Academy and will maintain active membership by regular payment of dues Article IV Officers and Council Section 1 The officers of the Academy shall be the President the President the President and the Secretary Section 2 The Council will consist of the officers plus four Councilors one of whom shall be by appointed the American Board of Industrial Hygiene for a three year term from the membership of the American Board of Industrial Hygiene and the immediate Past President and will act as the governing body of the Academy Section 3 Term of office The President the President and the Vice President shall each serve President for one year At the expiration of their terms the Vice President automatically becomes and the President automatically becomes President The Secretary will serve for three The Councilors will serve for three years and the one new Councilor will be elected each year so years that a completely new council is not installed in any year Section 4. Executive Committee The Executive Committee will consist of all four officers and will be such duties as the Council desires In general the Executive Committee will report any of its actions given to the next scheduled meeting of the Council Section 5 Meetings The Council shall meet at least once a year the call of the President quorum will consist of five Council Members Section 6 Mail Ballot In the interval between meetings of the Council action may be taken by ballots mailed to each Council Member by the Treasurer or President provided a majority of Council Members return their ballots marked within the time stated in the ballot Article V. Elections and Section 1 Nominations of officers and elective directors shall be made by a nominating committee of three members of the Academy to be proposed by the President appointed by the Council Atleast 90 days before the annual meeting the nominating committee shall select two nominees for each elective office Names of candidates will be submitted to the Academy Members for action by mail in case of a tie vote the tie shall be resolved by vote of the Council Article VI Duties of Officers Section 1 The President shall be the principal administrative officer of the Academy and of the Executive Committee and Council and shall preside at all meetings of these groups He shall perform such other duties as may be directed by the Council Section The President Elect shall carry out the duties of the President when the latter is absent from a meeting deceased or incapacitated Section The President shall carry out the duties of the President when both the President and President are absent from a meeting deceased or incapacitated Section 4. The Treasurer shall keep accurate record of the transactions of all meetings of the Academy Council and Executive Committee He shall carry on correspondence of the Academy the Council and the Executive Committee He shall be custodian of all monies of the Academy He shall receive monies due the Academy and pay all authorized bills against the Academy He shall submit his accounts for audit in advance of the annual meeting of the Council He shall be bonded at the expense of the Academy Article VII Meetings Section 1 There shall be an annual meeting of members of the Academy to conduct such business as shall be brought before it Section 2 The Council may call special Mectings of members of the Academy Section 3 For all meetings of the Academy a quorum shall consist of 10 percent of the Members Article VIII Dues Dues for membership in the Academy shall be that portion of monies assessed by the American Board of Industrial Hygiene and as allocated by mutual agreement between the American Board of Industrial Hygiene and the Directors of the Academy to the Academy by the American Board of Industrial Hygiene Article IX Amendments Section 1 No amendment to the Bylaws shall change the qualifications for membership Section 2.
