Introduction On June 12, 2024, an inspection team composed of staff from the U.S. Environmental Protection Agency ("EPA") Region III and representatives of the PA Department of Conservation and Natural Resources ("DCNR") (hereinafter, referred to as the "EPA Inspection Team") conducted a wastewater inspection of the Promised Land State Park wastewater treatment facility (hereinafter, "the facility"). The purpose of the inspection was to observe compliance with the Clean Water Act (CWA) and to verify compliance with the facility's National Pollutant Discharge Elimination System (NPDES) Permit No. PA0032123 (hereinafter, the "Permit") and applicable State and Federal regulations. A. Inspection Opening Conference The EPA Inspection Team arrived at the facility at est. 11:30 for the inspection. A copy of the Permit is provided in Attachment 1. The EPA Inspection Team informed DCNR that any information that the Facility deemed to be confidential business information ("CBI") should be identified to EPA representatives during the inspection and it would be handled as CBI according to EPA's CBI procedures. B. Weather and Precipitation Conditions During the inspection, weather was clear and sunny [description of the weather]. Summary of the Site/Facility The Promised Land State Park is an active wastewater treatment facility inside the boundaries of the DCNR operated state park. The wastewater facility treats wastewater from public restrooms and campgrounds inside the state park. During the months of July and August, the wastewater facility has increased flow due to the increased attendance at the park. The facility was built in 1964 and consists of an unused bypassed equalization tank, muffin monster solids grinder, aeration tank, clarifier, a sludge holding tank, and chlorination tank, before being discharged into the East Branch Wallenpaupack creek. See Photos 1 through 11 in Attachment 2. There are two aeration/clarifier tanks however the northern side has not been in operation for 10 years. There are also abandoned solids drying beds at the far west end of the facility that have not been in operation for 10 years. The aeration tanks are cleaned three times per week to prevent algae growth. The activated sludge is pumped from the holding tank at least twice a year in the fall and spring seasons. The effluent is sampled once a week from a timed portion automatic composite sampler after chlorination tank right before the discharge to the outfall. See Photo 12 in Attachment 2. The samples are taken to MicroBac Laboratories, Inc. for analytical results. II. Site Activity During the inspection, the EPA Inspection Team observed: the wastewater facility from the headworks to discharge at Outfall 001. The EPA Inspection Team observed the onsite laboratory and reviewed the Operator's daily standard operating procedures. This included calibrating all lab equipment prior to use, using the correct buffer solutions, record keeping, bottle ware storage, in-situ readings, and how samples are collected for Microbac analysis. The inspection team were escorted by DCNR representatives as well as the operator who had extensive knowledge of the facility. The Inspection Team were escorted throughout the facility and given information and history of each process of the facility. The inspection observations were made pursuant to the requirements of the Permit. The observations from the inspection are described in detail below in the Observations section. "Substances in concentration or amounts sufficient to be inimical or harmful to the water uses to be protected or to human, animal, plant or aquatic life. (25 Pa Code 93.6(a)) Observation 01: The Inspection team observed stacked bags of aluminum sulfate powder in the storage garage. There is a floor drain in that garage room, that is believed to drain outside the garage. The operator explained to the inspection team that those bags have been there since she became operator over 10 years ago. See Photo 13 in Attachment 2. IV. Records Review During the opening conference, the EPA Inspection Team reviewed documentation including: sludge hauling manifests and the most recent analytical data package. The requested documents was sent to the EPA Inspection Team and received on July 3, 2024. A copy of the records that were reviewed are provided under Attachment 3. V. Closing Conference After the site walk, the EPA Inspection Team met with the site representatives for a closing conference. The EPA Inspection Team shared preliminary observations with the facility. The EPA Inspection Team reiterated to the facility representatives that all preliminary observations discussed were not compliance determinations. Any and all preliminary observations shared were subject to further investigation by EPA upon the additional review of records and documentation. Additional observations may be contained in this inspection report that were not identified at the time of the closing conference after EPA reviewed additional materials following the inspection.
