April 10. 1992. Details are listed as follows: Near 9 p.m. on Friday. April 10. 1992 a Sante Fe representative telephoned the OKC plant to report a hopper car leaking polyvinyl chloride resin at the Sante Ee Flynn yard located at S,E. 84th and Eastern in Oklahoma City. The hopper was loaded on Friday April 10, 1992 and had apparently just arrived at the Sante Fe Flynn yard where the leak was detected by the railroad worker. Joe Bello, shift supervisor, handled the call for Vista. Joe contacted me- oy. telephone at about 9:00 p.m. on April 10. 1992. At about 9:15 I arrived at the railvard and found that indeed the car was leaking resin and found about 2 pounds of resin on the ground under the leaking valve outlet flange connection <where the outlet tube attaches to the outlet hopper) on Cb compartment. I wrapped the leaking flange with duct tape to stop the leak. The spilled resin was not cleaned up and appeared to be only a small quantity and barely visible on the ground. The next morning. Andy Wiles went to the railyard in order to inspect the oar further and to determine how much resin was spilled. He found no visible resin on the ground at that time. on Monday. April 13. 1992. the car was shipped to United Distributors Corp. 'export terminal) at Houston. TX. where tne resin will be offloaded.
