We met with and from at the Opening Conference. I presented my credentials to and informed them that this was an EPA inspection to determine compliance with the Clean Water Act (CWA). The scope of the inspection is a full compliance evaluation. FACILITY DESCRIPTION The unpermitted facility is a broiler operation and has barns. The facility can typically grow the birds to 37 days. The farm stocks 20,000 chickens per house for a total of 200,000 birds. The chickens are fed a corn-soy based diet. After the flock reaches maturity, they are removed and sold. The operator will de- cake and export all used litter to a 3rd party. Mortalities are composted in a litter barn. Mortalities occur at a rate of 7,500 per month and are composted in the litter barn within 24 hours. The facility has a Natural Resource Conservation Service (NRCS) approved Nutrient Management Plan (NMP)The facility was within the Watershed. The inspector exited the facility at 12:35 PM. Section II - OBSERVATIONS x No cracks or run-off were observed from the litter barn. x Mortalities were not observed outside containment. x Good, vegetated buffers were observed around the perimeter of the property. x There were no signs of track-out at the entrance of any of the chicken houses. Section III - AREAS OF CONCERN None. Closing Conference EPA Region 6 inspector Paul Juarez and ODAFF inspector Trent Daily conducted a closing conference at at 12:31pm on October 1st, 2025, for the inspection. During the closing conference, inspectors fielded questions from facility personnel and provided information about the next steps in the inspection process. Section IV - FOLLOW UP No additional information was requested or received by EPA after exiting the Facility on October 1st, 2025. 2
