Sanborn visited the Dossie Dews oil and gas facility located at latitude 33.187943 and longitude -93.31507 near Magnolia, Arkansas on 11/08/2019 for an unannounced inspection. There were no representatives of Dossie Dews present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION This facility is known as the Roy Nipper B1 tank battery and is part of the Dorcheat Field. The tank battery status was unknown during the inspection. Section II - OBSERVATIONS During the inspection, the secondary containment area was inadequate. The berm walls were too low, and a shallow pit was observed. I saw fluids, including water and oil, inside the secondary containment area. Section III - AREAS OF CONCERN There were fluids inside the shallow secondary containment area. The operational status of the tank battery was unknown. Section IV - FOLLOW UP EPA water enforcement will refer this facility to EPA SPCC program and will conduct a follow up inspection in approximately 6 months.
