E. Bean as the new chairman of the HSC. Austin Gates, the past chairman, expressed his appreciation for the opportunity to serve as chairman and his confidence that Monsanto, Texas City, will solve its current safety problems. OLD BUSINESS Emergency Calls to Guards The HSC went on record as recommending that the various groups/units include in their safety training how emergency calls should be placed to avoid errors or confusion by those responding to the calls. Asbestos Pickup The procedure for pickup as outlined in the May minutes was reported as not always being followed. Approximately 20 bags were reported being left north of Department 15-16 control room for three weeks. This was reported to the supervision responsible for pickup. They did not realize, or necessarily agree, that this problem still existed but they will investigate. --5,1 460 'T'U-V. D*`Vr ( sc 13005 LAR/1014222 ( 2- - NEW BUSINESS Utility Line Bleeders Fourth floor air lines used in the Department 15 reactor shutdowns do not have bleed-off valves. Department 15 supervision reported that this was an oversight and will be corrected. They also stated that they have no knowledge of unit supervision being notified of this problem. Items such as this will be corrected faster by going to unit supervision first. Storm Plans What are Monsanto, Texas City Plant, plans in the event of a major storm? The Texas City plant is currently reviewing these plans. Information will be made available to plant personnel when they are completed. Contractor Trucks Contractor trucks have been observed moving during fire/spill alarms. This was discussed with Plant Security, Capital Projects, and CED. It has been a recurring problem due to the change of contractor personnel and is being actively worked on by all three groups-- update procedure, provide more information to contractors, and through training.
