These invoices were intended to raise one-half of the initial assessment of $100,000. Our memorandum of June 19 indicated that a second round of invoices would be mailed in October 1995 providing an option to pay the second half of the assessment in either 1995 or 1996. We understand from the Task Force Manager that all Participants paid the invoices that were circulated in June. This memorandum is intended simply to inform you that, in light of EPA's delay in proposing an HAP test rule, the Manager has decided to postpone the second round of invoices until additional funds are needed.
