S2T - Revised and Reaffirmed.
L. T. Freeland noted that inorganic lead was not a carcinogen as the
heading for Paragraph 2.4 indicates. It was agreed that the correct description for Paragraph 2.4.1 was a list of materials for which OSHA
has issued regulations. It was agreed that no change was required at this time, but the heading of Paragraph 2.4 would be revised in the next issue of S2T. Subsequent to the meeting, further inquiries were re ceived on this point and the chairman requested the revision be processed promptly.

A question was raised on the interpretation of Paragraph 4.5.3, which provides a means of reducing the TLV for a seven-day workweek, it was questioned whether this reduction should be made for a traditional shift schedule where a worker may work seven consecutive workdays but will work only five days in any given week and on a long-term basis will average five days per week. C. S. Hornberger is to check on the correct interpretation of this section.
The note "supersedes DG12G" appearing on Page 1 is in error and will be deleted.

NEW STANDARDS
1. J3K (Proposed) - Compliance Testing of Facilities The proposed standard prepared by s. E. Bye was reviewed. The need and usefulness of the proposed standard was questioned because of the complexity and variance of State laws. It was agreed that the standard will provide only general guidance, but the majority of the subcommittee felt that such guidance was needed and would be useful. The standard will be put in pink sheet format for further review by the subcommittee. M. K. Richards expressed a concern that the standard will get to the right people for review with the normal standards distribution. R. L. Klausmeier agreed that this question would be reviwed in the March Standards Committee meeting. The need for a legal review of this standard was questioned, it was the consensus that a legal review would be reouested at the time the standard is serialized.
2. J4K (Proposed) - Certification of Analyzers Discussion was deferred until the next meeting due to the absence of A. M. Hayes.

A revised draft of J4L was circulated to the subcommittee for review. J4L will be revised and reaffirmed in the draft form if no comments are received from subcommittee members by the end of the month. L. F. Percival is to provide wording for a new Paragraph 3.1.3.5, which will provide a warning that samples shipped to outside laboratories may lose part of their original S02 content.
C. J2M - Odor Control J2N was reaffirmed without revisions.
J2? - Dispersion of Air Pollution from Isolated Sources A revised version of J2? prepared by R. I. Wevodau was approved for typing in finished form with minor changes. It will be re leased for issue with author's review.
3. J4P - Evaluation of Air Pollution Abatement Methods The revised draft of J4? dated January 22, 1979, prepared by T. A. Kittleman was approved for final typing with minor changes. It will be released for issue with author's review.
9. SiIT - Priorities for "Workspace Sampling for Exposure to Chemicals A draft of C. S. Hornberger's completed two-page material data safety sheet was reviewed by the subcommittee. The two-page material data safety sheet is being used by CD&P and several other departments and is available from Stationery and Forms, General
Services Department. After discussion, the subcommittee agreed

F. Percival, S. W. Dixon, and M. J. Randolph make a general review of S4T and OSHA 1910.1001 requirements. The Ad Hoc Committee is to have a revised draft of S4T ready for review at the April meeting.
Monitoring Devices In regard to the monitoring devices being developed by F&F Department ma discussed at the Beaumont meeting, a representative from r<*F will be at the April 5, 1979, meeting to review the opinions of -he subcommittee members of potential interest in these devices.

1. S8H (Proposed) - Respiratory Protection Fit Testing J. R. Martin
Replies to serial letter comments were issued August 18, 1980. No additional comments were received. A revised draft is in composition. It will be circulated to the subcommittee for final review and approval prior to issue.
L. T. Freeland reported the additional suggestions had been received from 0. T. Skretvedt and T. J. Nelson. After reviewing these suggestions with several members of the subcommittee, the following action was taken:
Paragraph 3.7.2 was revised to require a 5X safety factor when a single fit test is used.
Suggestions to provide masks from at least two vendors and to not allow adjustment of the mask during testing were not accepted.
The 5X safety factor will provide a 95 percent confidence level that protection will be adequate while the 10X safety factor suggested would provide a 99 percent con fidence level. The 95 percent confidence level is consistent with S12T.
2. S7H (Proposed) - Chemical Protective Clothing (Safety & Fire Protection Subcommittee responsibility - K. A. Chen, L. F. Pereival
J. Mattson of Hasxeli Lab reported that the monograph on glove protection will be issued by the end of October. The report will include a description of the test procedure, a summary of available data, and guidance on application.
It was agreed that work on the standard should be expedited. Members of the Ad Hoc Committee on the standard are:

5. S2T - Threshold Limit Values of Airborne Contaminants (1/80) A draft of SiT prepared by L. T. Freeland and J. R. Martin was reviewed and approved for composition. Before sub mitting to composition, A. R. Greening is to revise the Scope section into separate Scope and General sections and indicate in the General section how the various
exposure limits are to be used. Greening is also to have the Z tables checked by the Legal Library to ensure that they are current.

6. SllT - Priorities for Workspace Sampling for Exposure to

Greening is to add the qualifica tions developed by J. R. Martin for S2T to the references in S12T. Greening is also to check with R. E. Wheeler to determine if his revisions have been completed.

10. S4T - Measurement and Control of Asbestos Dust Exposure L. F. Percival reported that there was confusion on the requirements for maintaining lists of personnel with exposure to asbestos in previous Du Pont jobs or off-plant prior to or during Du Pont employment. He will prepare a proposed revision.

Several requests were received to include the qualitative test procedures which uses isoamyl acetate and a stencil brush. This procedure was in early drafts of S8H. S. W. Dixon is to review this request with Haskell Lab. If Haskell Lab agrees, the procedure will be added.

Paragraph 2.6 recommends against fit testing employees with facial hair. Requests for a stronger statement were received along with a recommendation to delay issuing the standard until the current controversy over the issue is resolved. A. R. Greening is to review Paragraph 2.6 with Legal prior to issue.
2. S7H (Proposed) - Chemical Protective Clothing - K. A. Chen, L. F. Percival
No progress on preparation of the standard has been made. It was reported that a rough draft of a compendium report on Company protective equipment studies would be completed this month.
The subcommittee expressed a strong interest in completing this standard. The subcommittee also believes that specific recommendations on materials should be included in the standard.

It was agreed that wordings for the degree of exposure descriptions in Paragraph 6.8.1 should be revised to conform with TOSCA 3A.
The need for a serial letter issue of the revised standard was discussed and it was agreed that a serial letter was not required. The next draft of SllT is to be circulated informally by the subcommittee members within their departments.

3. "Workshop" on Occupational Health/Industrial ffygiene. Sampling
L. T. Freeland announced that the workshop would be held September 30 and October 1 at the Ramada Inn in Wilmington under ESD sponsorship. All attendees will be required to present a paper. An announcement of the workshop will be issued next week.
9. Transite Siding
It was reported that Lucite paint has been successfully used to stabilize deteriorating Transite siding for a five-year period.
It was reported that siding installed for 25 years at another site was in good condition.

S2T - Threshold Limit Values of Airborne Contaminants (1/80) Continued publication o the ACGIH TLV tables in S2T has been questioned because at least 3,700 copies of the ACGIH booklet are purchased by Du Pont (vs. the approximately 2,000 copies of S2T that are printed) and because it is expected that Haskell may in the future recommend AEL's less conservative than the ACGIH TLV's. After an extended discussion, the following changes to S2T were agreed to:
Add the OSHA Z tables (1910.1001).
Delete the ACGIH TLV tables but retain a discussion of the ACGIH tables.
Include as references:
- The ACGIH TLV tables - The NIOSH/OSHA Pocket Guide to Chemical Hazards - The OSHA Industrial Hygiene Field Operations Manual
Add Haskell AEL values when they are available for publication.
Change title to "Exposure Limits for Airborne Contaminants."
Add Du Pont experimental and suspected carcinogen lists, but do not include the ISD synonym list.
Eliminate the novel work schedule discussion.
A revised draft is to be prepared by L. T. Freeland, J. R. Martin, and A. R. Greening. Pink sheet copies of the revised draft are to be circulated to the subcommittee for review. Copies of the final draft will be circulated to Legal and Haskell Lab prior to issue.
7. S11T - Setting Occupational Health Priorities (8/79) D. J. Calvo, S. W. Dixon
S. W. Dixon proposed that the Scope of SllT be expanded from "setting priorities for work space sampling" to "setting occupational health priorities" and that in Section 5 greater weight be given to the degree of exposure. Details were attached to the meeting agenda.
A general agreement on Dixon's proposals was obtained. It was agreed that the title should be changed to "Setting Occupational Health Priorities." S. W. Dixon and D. J. Calvo are to prepare a revised draft of SllT for review by the subcommittee. Additional items to be considered in the revision are:
Relocate Section 7 to the beginning of the standard. ;See H. M. Baker's letter of 9/6/79.)

Phase 1 - Setting priorities for sampling.
Phase 2 - Setting priorities for corrective action. (Add example for Phase 2.)
Indicate that rankings obtained are relative only, not absolute.
Consider use of a hazard index such as used in H3U (green copy attached).
Cover differences between using standard with engineering calculations and with data from sampling.
The revised standard is to be publicized in the Standards Newsletter and the Safety Management Bulletin when it is issued.
8. S-G (Proposed) - Microwave and Radio-Frequency Radiation Safety R. J. Dam
Responsibility for development of this proposed new standard was assigned to R. J. Dam. J. R. Martin will be a consultant.
9. Vessel Entry L. T. Freeland reported that OSHA and NIOSH are reviewing vessel entry procedures. Action by OSHA or NIOSH could affect S16G.
10. PSD Monitoring Requirements
L. T. Freelana reported on conversations with T. A. Kittleman
on the need for a standard to assist plants in meeting PSD monitoring requirements. The standard would provide a "roadmap" to follow. T. A. Kittleman will assist in development.
The first step will be to develop a justification, Scope, and
outline for the proposed standard for review by Standards management.
11. "Workshop" on Occupational Health/Industrial Hygiene, Air Sampling L. T. Freeland reported that preliminary plans (attached) have been developed for a workshop to be held the two days before
the October Air Quality meeting.
12. 1980 PROGRAM GOALS 1986 program goals were reviewed by A. R. Greening and a recommend ed format for reviewing standards to meet these goals was
distributed.

After several months of discussion, a group willing to coordinate a workshco in this important field has been formed. The name "Workshop" was selected because each person wno attends will be expected to make a short presentation and an aostract.
The sponsoring group will be E30--coordinated by John Potts. The first meeting was held Marcn 27 (Freeland, Morello, Potts) with the following decisions:
Name will be "Workshop on Occupational Health/Industrial Hygiene-Air Sampling."
The format will be a 1.5-1.75 days in Wilmington area on Seotemcer 30 and October 1,
1980. (.This will be before the Air Quality Subcommittee Meeting, October 2, cost effective.)
John 3otts will coordinate and issue a notice describing the format to apcear in tne ISO Environmental Newsletter (L. E. Rassmussan, Aoril issue). Because of all the orevious discussions also mentioned will be Freeland and Morello as coordinators.
A list of potential participants was developed (30 names) and contacts will be conducted by ESQ. Past participants in the Air Sampling ESQ Course will be canvassed.
Abstracts' wi11 be reauired for all presentations by July 15, 1980. It will be necessary to present some data for discussion in order to attend.
The *ee for this workshop will be nominal to cover cost of luncheon, evening dinner and ori.nting. Probable site is Ramada Inn, put may change as Jonn Potts evaluates.
