Chairman Moody called the meeting to order at 4;00 P.M. 2. The minutes of the last moeting were presented for reading. On motion by E.A, Schuman, seconded by E.A. Morris, it was voted to omit. 3. Mr. Moody reported that he hadareceived a letter of resignation from Mr. E.A. Schuman dated January I4., 1971, stating that he no longer load responsibility for ifcn Johns-Manville1 s asbestos tex tile line, and consequently was resigning from the A.T.I. Board of Governors. Mr. Morris moved that the resignation be accepted with deep regret. Motion,seconded-by"Mr. Kuzmuk. So voted. //'*' Mr. Moody stated that H.J. Cowan, Vice President and General Marketing Manager of John3-I-ianville had written him -under date of January 4 1971 expressing their wish that J/M be represented on the Board.of Governors of ATI by Mr. Norman D. Brown. On motion by Mr.' Kuzmuk, ` seconded by Mr. Morris, it was voted xnun^ciamtxxxyx unanimously to elect Mr. brown to the Board of Governors. 4* Mr. Moody stated that he had a letter from Mr. J.L. Rainey, President of Amorican Asbestos Textile Corporation, dated January 7, 1971 tendering his resignation as a member of the A.T.I. Board of Governors duo to the increasing prossuro of hi3 corporate responsibilities. Mr. Scowcroft movod that the resig nation be accepted with deep regret. Motion seconded by Mr,Kuzmuk, and so voted. '** In his letter Hr. Rainey nominated Mr. J.U. Christenbury to represent American Asbestos Textile Corporation on the Board of Governors. Mr. Scowcroft moved that the nomination of Mr. Christen bury be approved, motion seconded by Mr. Kuzmuk, and it was voted unanimously to elect Mr. Christenbury to the Board of Governors. . Minutes - Board of Governors meeting - continued: Page -2- 5. Treasurer Kuzmuk presented the Financial Report dntod 1/11/71V Hr. Christenbury moved that it be accepted, Mr. ocowcroft seconded the motion, and so voted unanimously. A copy of the report is attached to those minutes. Mr. Kuzmuk stated that the Secretary had advised him that the Reserve. Fund would be depleted by at least $4,200.00 to meet A.T.I. expenses in the year 1971 > in. order to take care of the present level of expenses. $1900.00 of this deficit is due to the 20yo special discount applicable to members 1971 dues. While there are ample reserve funds at the moment'it is plain that the time is approaching when expenditures must bo brought in line with our yearly incomei r/ 6. The Secretary stated that he had received a letter from MANUFACTURAS MULTIPLES S.A., Caracas, Venezuela, dated December 3,197C,, saying that they were the only raanufacturera of asbestos textiles * in Venezuela, and were interested in "subscribing to the Asbestos Textile Institute as a membership". As their'letterhead indicated they were a distributor for Johns-Manville the Secretary inquired thru the Fibre Sales Dept, of J/M if Manufactures Multiples S.A. actually did qualify as a manufacturer of asbestos textiles, and was assured they did. Information was sent Manufactures Multiples S.A. on December 8,1970 relative to requirements for Associate Member ship in the Institute, with the promise that their interest in becoming a member of the Institute'would be submitted to the Board of Governors at this meeting. They did not reply to this letter. /yy\ Mr. Scowcroft expressed'doubt as to whether Kahufacturas Multiples S.A. were interested in Associate Membership in ATI and moved that the matter be tabled until such time as the Secretary could clarify the extent of their interest. Mr. Kuzmuk seconded this motion and it was. so voted. V / ^ ___ 7* Mr. Moody-reported that he had mittan asked Mr. Wm.J.tt. Smith, Vice President h General Sales Manager of Bell Asbestos Mines,Ltd., to accept appointment as Public Relations Director-for the A.T.I. as voted by,the 3oard at their meeting on October 8, 1970, and that Mr. Smith had deolinod the appointment saying that itXKSiiidx acceptance would place both he and his company in embarrassing position relative to their competition. 8. Locations and dates for ATI meetings in 1971 and 1972 were discussed: June 9-10, 1971 - Cherry Hill Inn, Cherry Hill,HJ (Approved) October 6-8, 1971 - Savannah Inn h Country Club,Savannah,Ga. (Approved) February 2-3, 1972 - The Kills-Hyatt House,Charleston,S.C. (Approved) June 7-6, 1972 - Marriott Key Bridge Hotel,Arlington,Va.(Wash.)(Tentati' October 1972- Secretary is to check with Fluid Sealing Assoc, as to their dato3 for October meeting. The <*iAMA meets on Oct. 3-6, 1972. Following week has Columbus Day. - Suggested for an ATI meeting in the 3rd week of Oct. were Country Club of II.C., Pinohurot, or Hilton Head. Further discussion i3 necessary. Minutes - Board of Govornors Meeting - continued: Page -3- 9* As agreed at the last Board meeting, the Chairman of each of our working committees was invited to discuss current activities and forward plans for his committee/ Highlights of their remarks and suggestions follow: Fiber Testing Committee, D.3. Childers,Chairman. Mr. Childers outlined the work they were doing on the Magnetic Rating specification and te3t method,' in cooperation with the Technical Committee. Referred to his previous request that more representatives of spinners be assigned to tins hi3 committee. Suggested that the Fiber Testing Committee might well be comoined with the Technical Committee provided the "miners'1 had no objection Note: Following the meeting Messers Stiefken and of Lake Asbestos, and Walter H. Smith of Bell Asbestos Mines, both expressed strong* opposition to the idea of combining the two committees. Air Hygiene & Mfg. Committee, H.M. VillingKaW7"Chairnan. Mr. Willingham reported on progress of .`instruction booklet for the Membrane Filter Method for Determination of Airborne Asbestos Fiber. Said that all members had approved the final draft except American Asbestos Textile Corp, who were late receiving their copy. Credited the Task Group consisting of Ralph Hindnarch of J/M, Joe Wronski of R/M, and Dewey Childers of JI.K.Porter Co., with doing a fine job in preparing..the copy for the booklet. Recommended that the booklet be approved'for. Drinting. / ' '\ There was general agreement by members of the Board tliat the Secretary should proceed to -obtain an estimate for the printing of one thousand copies, and report back to the 3oara as to total cost, and ask^ approval to.place the printing order. Also, the Secretary.-is-to'prepare, a-suitable foreword for the booklet. / /' Mr. Moody said that his company would continue to use both the Greanburg-Snith Impinger Method and the Membrane Filler Method in making "dust counts". Hr. Willingham stated that his company would not discontinue use of the G-S Impinger in his opinion. Mr. Moody suggested that the Air Hygiene & Mfg. Committee should investigate the new "jet type" of dust collector("Reverse Pulse Dust Collector" ) for the benefit of all members. Says that several types of filter material can be used in this type of collector, and feels that it has an important potential in the asbestos textile industry. Technical Committee, John W. Hawkins, Acting Chairman. Mr. Hawkins, substituting for Chairman Dixit, e-aAa they were trying to complete the final draft on ASTM D-1118, Test for Magnetic Rating of Asbestos. Propose to give it a new number. Revision of ika ASTM D-1573* Heat Aging of Asbestos Textiles, will be next on the agenda of the Technical Committee, Mentioned the recommendation made to Nnvy Clothing Unit, Natick,Mass., on Hil-C-82249B that the term "organic fiber" be substituted for tho word "cotton" in said specification, and objection raised by Minutes - Board of Governors meeting - continued: Page -L}.- Mr* Moody asked if we should try to develop ASTM specifications for certain treated fabrics. Mr. Hawkins doubted that it would be practicable ksxdnxxH or desirable to do so. Mr. N.D. Brown said he would question the advisability also. Asbestos Advisory Committee, ,A. Morris,Chairman. Mr. Morris reportod that the proposed folder (or envelop otuffer) entitled jiHRaiibKxnn" Roconnonded Health Safety Practices for Handling and Fabricating Asbestos Textile Products" khx had been approved by member companies, and a preliminary survey indicator that the printing order could be iKXihnx about 2p000. He recommended that the Board aoprove the final draft, and the issuance of a printing order, as soon as they were in receipt of said draft. Mr. Morris said that on January 12, 1971 he, M.Q. Scowcroft and J.W. Christenbury met with the Navy Department 'representatives at * The Naval Ship iiigincering Center, Hyattsvillo, Maryland to di3CU33 the present attitude of the Navy to continued use of asbestos cloth. The Navy has acknowledged that high asbestos dust`concentrations do constitute a hazardous environment.Accordingly they stipulate that when asbestos fabrics are used 'certain precautionary measures must be taken. Apparently the use of either fiber glass fabrics or asbestos fabrics is left to the discretion fcy of the shipyard, and whether asbestos textiles will bo phased out at some future time is a matter of conjecture, hr. Moody-suggested that some thought be given to a series of advertisements,sponsored jointly by all members, for the purpose of combating adverse developments, or harmful publicity, on asbestos textiles. (No action was taken on this suggestion) f, Environmental Health Committee., Mr. C.L. Sheckler, Chairman. Iir. Sheckler saidC.that he'had'spent a good deal of time analyzing offec of the new'Federal "Occupational Safety u Health Act of 1970" on the operations of his company. The new law becomes effective on April 28,-" 1971- Said that Common Law product suits are proliferating in the Thermal Insulation industry. Thinks that our Indus try.^raust give serious consideration to labeling asbestos products,i.e A awarning label. Date of label could indicate whether a manufacturer has been negligent,in case of a law suit. xMr. Sheckler read excerpts of the new Safety and Health Act, and outlined the penalties for xinnla violations. Mentioned that the new TLV for asbestos dust is 2 HPPCP, and 5 fibers por ML, $ microns plus, on a time weighted average with a ceiling of 10 fibers por ML, 5 microns or greater in length. 10, Chairman Moody reported with deep regret the sudden passing of . Ralph B. Smith on January 21, 1971, that a c^onation had been sent in lieu of flowers to the Franke Home, Charleston,3.C., and that a letter of sympathjrywould be sent to Mrs. Smith on behalf of the Institute members. 11.
