According tc the Chcirean tCc--ittec is faced uith several problems..
An agreerent has been reaches with the United Kingdom Conference resulting in e 10 rate increase effective July 1st, 1970. It is quits possible that another increase of 10$ mill ba forced on the industry at the end cf the year, Now that companies arc- shipping more and more in containers, t :e> are at the mercy of two or three shipping lines. In sedition, the Arctic tine does not appear tc have enough vessels tc handle the industry tonnage in October and November next. There is also a problem of space *.ith Japan; it must be remembered that 60,000 tons have to be coved in November and December cf this ysar.
Negotiations have been.completed cith the Quebec Central as regards'
%
moving of cars over long spurs. On ell cars removed from yards a reduction from $10.20 to $5.62 in the case of A.C.L. and a reduc tion fros $11,94 to $7.77 in tne case of National Asbestos and . Lake Asbsstos has been granted. Trucking of unitized end palletized shipments has been reduced 1i per 100 lb.
A container terminal charge of $15.00 per container, inclusive of the N.H.B. wharfage -became effective July 22nd. Ocean rates to South America *111 be increased $2,00 per ten effective January the ,1st, 1971. This increase to be applied to other commodities as of Septem ber 1st, 1970.
As a result of the strike in the Quebec Harbour, the industry might be forced to divert some of'its shipments through St. Johns and Halifax. An effort is being made to develop Orumsondville as a

that negotiations with the coctors &nc opticians will be difficult.
It is doubtful tnct the plan cor. ccrs into operation before the end
of the year. The pressure is on, however, tc implement the plan by
5epterr.u?.r the 1st, in croc; tc c-.iify for the Federal subsidize.
Tne matter of car1-* rebate of present surplus premium paid by employ?
is one which is open to soverr.l possibilities.
U'ith regards tc the Uihite Faoer on tax reform, the Piir.ing Associctier cf Canada has made its presentation to Ottasc. It is doubtful that ns;; tc- Icgiclctlcr. cor be brought in by Jaouery 1st, 1971.
At the Quebec Revenue Department level, it has been decided to levy tax on diesel oil used in thr operation of the ,D^iilc^ste^s,,, on the basis that the unit can move itself froc one hole to an other. (Some 2% of total diesel consumption). Lake Asbestos to contest thi interpretation of the law.

Gb.icusiy, the problem (u.o. federal Agencies in U.S.A.) of legislating in this field is a dslicete one. The opinion is generally screeding however to the effect that indus try is doing ouch to control the resith espsets, end that the hedth problems raised by asbestos are controllable and being controlled.
The asbestos health situation is becoming tore and more' a coercion
