Dear Mr. Harris:
Personnel sampling to determine asbestos exposure levels in the CA Unit during the mixing of the diaphragm slurry and washing of the cell cathode is attached. The sampling is done in accordance with 0SI1A Asbestos Standard 1910.1001. Payne & Keller employees are involved in this task and as a result have been included in the monitoring program.
As you know, the OSHA Permissible Exposure Limits are 2.0 fibers/cc of air, eight-hour time-weighted average, and 10.0 fibers/cc, ceiling limit. The careful work procedures outlined when mixing the diaphragm slurry and washing of the cell cathode have been successful in maintaining asbestos below the permissible exposure limits. However, as a precaution, employees are also instructed to wear a Scott full facepiece respirator with a chlorine, mist and dust canister during the mixing of the diaphragm slurry to avoid any exposure to asbestos. Since the slurry preparation seldom requires more than ten to fifteen minutes and the cell cathode washing more than sixty minutes, the* employee's eight-hour TWA is much less than 2.0 fibers/cc of air.
