Dear Gehrmann; Thanks very much indeed for your letter of March 18 concerning the correspondence from Townsend. Thi3 question was initiated with me by Townsend at the time it originated, since he and I have maintained a fairly close relationship on these matters for many years. I told him my reaction to the whole situation, and advised his approval of the request. I suggested also that representatives of both Ethyl Corporation and Du.Pont be informed officially by letter from him as to the action taken by the Public wealth Service, his letter to you was for the purpose of transmit ting this decision. As you have probably suspected. Dr. Stovall's letter to the Public Health Service was written in ignorance of the fact that the use of 4.5 c.c. of tetraethyl lead in aviation gasoline had been approved by the Service years before. He thought he wa3 raising a new question. Actually the only problem is that the military services have used 4.6 c.c., whereas consent had been given for the use of only 4.5 c.c. in commercial gasolines. I advised that the confusion be eliminated by extending approval to 4.6. Townsend agreed that this should'be the case. Therefore, this closes the entire matter.
