Myers - lake Charles February 5, 1982 PROGRESS REPORT - PERIOD ENDING FEBRUARY 4, 1982 LAKE CHARLES REFINERY . ^.....- Crude charge information is listed below. The shutdown of the Crude Units have certainly caused inventory problems. All available refinery crude oil storage is full. Clifton Ridge is also having trouble containing crude. Total. Bbls. The gas oil and diesel products frcsn the No. 2 Unit are being sent to Bayou feed. The No. 3 Crude Unit ranains down because of inadequate gas oil storage rocm. However, the unit will be started up over this ccming weekend to provide Bayou feedstock and relieve the crude oil inventory situation. Hopefully, the FCC Mechanical work will finish as scheduled and gas oil can be contained until that time. The FCC remained down while electrical repairs are being made. As we sus pected, the refractory in the J-bend was cracked and is being repaired. Significant erosion to the rough cut cyclone outlet tubes and dip legs was also found. All four dip legs had holes and sections are being replaced. Repairs to the FCC are now scheduled for completion next Saturday, Febru ary 13. 000022&31 tfCT> Mr. J. T. Zeien Page 2 February 5, 1982 Both Alky reactors were opened up to search for any problems causing the high end point alkylate. There appears to be no problem with the reactors. Repairs to the Sulfuric Acid Plant are essentially complete and this unit will be starting up in conjunction with the EFS Unit. The Thermal Cracker apparently formed some coke during the power failure last week. The pressure drop and skin temperatures on both heaters have increased. The unit will have to be shut down for decoking in the next several weeks. The Coker operated without any interruption. The Calciner feedspout was repaired last weekend and the unit brought on line. The current green coke charge rate is 480 TPD. Total downtime on the Calciner due to the power failure related feedspout failure was three days. The No. 2 Reformer operation has been routine at 10 MBPD producing 34 RQMC reformate. The No. 1 Reformer rsnains shutdown and will be regenerated next week. The Power Plant operated without incident. The permanent incoming feeder 1 -i npa have been placed in service replacing the temporary lines run last week. B-5 boiler work continues to replace the corroded boiler tubes. Offsites & Inventories The Dock facilities handled three ships and twelve barges this past week. Total delay time was 79-hours. Total gasoline inventory is 351 MB and falling rapidly. No shipment sche dules were cut this week, but wall have to be reduced next week due to the present production rates. Total distillate inventory is 304 MB with 101 MB of this inventory fungi ble kerosene. Lightening struck the regular gasoline local loading tank, T-26, this past Saturday evening. The Emergency Team did an excellent job in controlling and extinguishing the fixe. The tank will be taken from service to inspect and replace the damaged floating roof seal. All of the No. 2 kerosene is being sent to the Chemical Plant as molex feed. This has created problans in obtaining Jet-50 specs. The molex raffinate returns from the Chemical Plant will no longer make minimum ce tane value of 45 per tha Colonial shipment specs. Evidently the recent changes to the Melex Unit to improve paraffin removal and revisions in the ASTM test method calculation, have resulted in a lower cetane value for the molex raffinate. Presently all of the Jet-50 is being moved out on Ex plorer pipeline since there are no cetane specifications for Explorer. This may be a problem in the future when the molex expansion is on-stream. Mr. J. T. Zeien Page 3 February 5, 1982 requiring all of the kerosene from the No. 2 and No. 3 Crude Units. The Coker began charging Ponca City Refinery slurry oil February 2. Ap proximately 500 BPSD are being charged to the unit. The EFS heavy blend tank 338 was utilized for Humber gas oil storage, leav ing only tank 297 for heavy blend product. Present plans call for utiliz ing this regaining heavy blend product tank for heavy vacuum gas oil stor age once the EFS Unit is on-stream. The light and heavy blends cannot be segregated once this step is taken. The Bayou has agreed to take a mix of light and heavy blend. D. F.
