TUESDAY AFTERNOON SESSION October 11, 1938 The opening session was called to order by the General Chairman, W. P. Elstun, Personnel Representative, American Tele phone and Telegraph Company, New York City. In his report as General Chairman, he presented many details o f the activities of the Section during the past year and praised the cooperative efforts of all Section Offi cers and Chairmen of Committees. He then introduced the first speaker.
