CONTROL OF AIRBORNE ASBESTOS CONCEKTRAT\QMS IN THE KORKPLACE -- INDUSTRIAL TYPE VACUUM CLEANERS
Over the past many months, without de-emphasis on problems in the factory area, those in favor of stringent regulations on the use of asbestos have targeted friction materials servicing--particularly brake lining service-- as a potentially hazardous area. Technical papers in this area have not based observations on the OSliA standard's S hour time weighted average for fibers greater than 5 microns in length. West papers have emphasized peak concentrations (as blowing brake lining dust from a used brake awaiting reline) and ths fibers shorter than 5 microns in length.
Based on discussions at the Asbestos Information Association casting !n September, efficient vacuum cleaning systems should be of hoip not, only
in the factory but in the brake service area. \ have, therefore, enclosed
sales literature from two manufacturers, along with the NICSH (National Institute of Occupational Safety and Health) recommended procedures for asbestos brake and clutch servicing. Before distributing this information, I reviewed this data with Mr* 1. H. Heaver, acting Chairman of our Asbestos Study Coimutiee, to be sure this information was worthwhile. He concurred that the following information was worthy of distribution to the membership:

Tab Katienel Institute for Occvpacienai Safety end Kc*2ch (XIOSU) y&s research underway concerning dust exposures during brake and clutch services* Due ce prcl.iair.sty data demonserating significant asbestos exposures during presently used brake and clutch servicing techniques, KIOSK has reviewed alternate techniques vhcreby asbestos exposures arc reduced. The folio*-* tr.g era in teris procedure* recommended by KIOSK co miaimire dust exposures.
1. If >c6ible, an area shall be designate^ for all brake end elt/cch repairs. Snsraoeca into this area shall be posted with ac asbestos exposure warning sign as follows:
Asbe9tc6 Duac Hazard Avoid Srcaching Dust Veat Assigned Protective Equipment Da- Kot Remain in Area unless Your Work Requires It Breathing Asbestos Dust Kay Cause Asbestosis &ad Cancer
2. Curing brake servicingan air purifying respirator, either single use cr vich rcpU-cable particulate flicet(g), as approved by the Kinicg enforcement r.d Safety Adainis tretion (formerly Barsou o* Sttaes} or K7C5(, shall be worn during all procedures starting with the removal of the wheels and including qeasseably. During mammal clutch servicing, such a respirator shall be worn during removal and cleaning of the clutch, pressure plate end housing assembly and during instal lation of the nev clutch assembly.
6. Dust shall first be cleaned from brake drums, brake backing places, brake assemblies and clutch assemblies using an industrial type Vacuum cleaner equipped with a high efficiency filter system <>592 efficiency for 0.3 urn diameter aerosols). After vacuum cleaning, any remaining dust shall be removed using a rag soaked in water and wrong until nearly dry. `Oncer no tlnxunstaaces shall compressed sir or dry brushing be used for cleaning.
4. During arcing and riveting operations, an approved respirator, as described in (Z) above, shall be worn, Grinding (arcing) machines shall be provided with local exhaust ventilation such that worker exposures arc maintained at least bclcv the 1976 OSHA asbestos standard (29 Cf* i$i0.2$0!> * At a minimum, the dust* bag of the arcing machine shall be removed and replaced with the hose of the high efficiency industrial vecuust described in (3) above.

5* Industrial vacuus xlcsr.cr base containing aebcstoe dust and cloth used for wiping brake and .clutch assemblies shall be sealed in plastic begs and labeled with the following warning label printed in letters of syffiriant size acd contrast to be readily visible and legible;

All asbestos waste shall be disposed of in accordance vich the OSHA asbestos regulation, 29 C??. 1910.1001(h). During removal of vacuum bags, an * approved respirator, as described in <2> above# shall be worn*
6. All floor cleaning ia areas vhere brakes and clutches ere repaired shall be cone vieh che high efficiency industrial vacuua cleaner as described In (3) above. Grinding (arcing) machines shall also fee cleaned with such a vacuum cleaner and.any rutaalniug cues wiped vich a d&r.p cloth, Ac approved respirator, as described in (2) above, shall be used during this cleaning.
7. Although adherence to che above procedure* #should ainisaise any con rat:!-Ation of work ticthing, it is required that the appropriate per cions of the OSKA regulations on asbestos (29 CTF. 1910.1001(d), (3 end 4)) concerning specie! clothing, change rooms, etc. fe* followdU
