Uptain Date June 20, 1976 Subject ANNUAL INDUSTRIAL. HYGIENE INSPECTION A I 1 Following is a brief summary of action taken on each item reported by Dr, Oran D. Steffey during his April 15, 1976 inspection of the plant: Main Offices A covered sanitary napkin disposal container has been ordered for the women's restroom, A drawing reproduction machine will be purchased by August 1st that does not require the use of toxic materials, such as ammonia. Purchasing - Accounting Offices M ft A covered sanitary napkin disposal container has been ordered for the women's restroom. Electrical cords are being moved when they present safety hazards. When this is not possible, desks, etc, are being moved. * Receiving Warehouse The problem of packaging stacks will continue until we complete the new stores area construction, which is now in progress. With completion of this area and the V-10 building modification, all raw materials and items will be properly stored. A new metal utility truck has been ordered to hold the oiled sawdust sweeping compound in this warehouse. This should prevent any oil from being on the warehouse floor and help to keep the area clean. The storage area over the Transportation offices has been previously cleaned and kept in good shape on the east side. Housekeeping inside the two rooms in this area will be corrected in a joint effort by the Laboratory and Adminis trative Services departments. The cylinder of freon gas has been removed from the area. Line I Cleanliness of floors is a problem in this area due to the nature of the material and equipment used. Draper June 20, 1976 Annual Industrial Hygiene Inspection Page 2 Line III An AFE for compound and dry blend building ventilation improvements has been approved, with Line III ventilation improvements being an integral part of the system. Mechanical design work began in February, 1976 and work continues on this project. Dry Blend Control # The drinking fountain has been cleaned and will be maintained in a sanitary condition. This item will continue to be a part of the monthly sanitary in spection conducted by the Plant Nurse. Dry Blend Area The dry blend and compound ventilation system mentioned above will correct the dusting problem. As a temporary measure, however, the master batch blender lid was revised on June 30, 1976 to eliminate the dusting previously associated with this equipment during transfer of material from the blender to storage. To prevent dusting during material addition to the blender, the damper control in the vent hood and the protective curtain were revised and repaired, respectively, Research Laboratory Corrosive chemicals will be purchased in plastic coated bottles to reduce or eliminate' the hazard of someone dropping a bottle. Plastic dispensing bottles will be provided, and whenever possible, equipped with automatic dispensing pipets to reduce handling and eliminate the use of pipets with suction bulbs, * The drain pipe that protruded from the floor has been relocated, A safety shower will be installed in the development laboratory. The congestion that exists in this area is presently being reviewed to determine how to alleviate the crowded and unsafe conditions. Quality Control Laboratory The safety shower has been relocated to a more central and less restrictive location. The ladies restroom has been repainted and burned out lamps replaced. Main Lunch Room The drop ceiling appears to be a good idea. We will estimate the cost of the project by August 1st. Vending machine cleanliness has been a source of conflict between the plant and the vendor for several months. The problem and an acceptable solution is still under discussion. * VAB.0001029730 G. Draper June 20, 1976 Annual Industrial Hygiene Inspection Page 3 A The welding fume hood is planned for installation when the welding area is relocated, following the V-10 and stockroom revisions mentioned. Gas bottles in the area have been adequately secured. The coffee area has been cleaned and will be kept so. Storeroom This problem will no longer exist upon completion of the new stores area construction. The Receiving Clerk, Cardex File System, Storekeeper and Supervisor will have the offices presently assigned to Receiving, These are newly constructed, air conditioned, and will provide adequate facilities for this group. This area has been cleaned. The project for V-10 storage revisions is in pro gress, with an estimated completion of August, 1976. Phthalic Anhydride Storage i The second phthalic anhydride storage tank is now back in service, allowing better scheduling of railcar deliveries. It is our intent to order as much phthalic anhydride as possible in railcars Pumps and transfer equipment are now being inspected before each use by Yard personnel for any necessary truck unloading. All phthalic anhydride unloading is now being performed during day light hours only, with personal protective equipment for safety. The portions of the phthalic anhydride unloading project which will be completed this year will correct the pressure buildup mentioned. Portions of the project currently in progress include: 1. Installation of Unloading Pump This will prevent the necessity of pressuring out the phthalic anhydride and subsequent railcar/trailer depressurization, 2. Inert Blanketing of Railcar * h The existing inert gas generation system will be extended to the unloading area to enable initiation of pump transfer and to maintain a 2-4 ounce inert blanket on the railcar or trailer. Plasticizer Building The laboratory and the laboratory cupboards have been cleaned out and materials that are not needed have been disposed of. The bench will be kept clean and orderly. Draper June 20, 1976 Annual Industrial Hygiene Inspection Page 4 Plasticizer Building (Cont.) , -- 1 ' The wooden shelving in the west downstairs area has been cleaned and materials sorted in an orderly manner. i The section of the south wall will be repaired by the fourth quarter of 1976. A safety shower eyewash fountain has been installed near the para toluene sulfonic acid handling system. API Separator -h The safety shower has been painted a bright contrasting color in accordance with practice. The temporary hose under the railroad track has been removed and replaced with a more permanent line. # Power Plant The 11-7 shift now has the responsibility of cleaning the water fountain on a routine basis. The openings in the west- wall will be closed by mid-July. Treating Ponds * A concrete pad will be installed under the safety shower and eyewash fountain by mid-July. Vinyl Maintenance Shop This shop has been converted into a storage building for spare equipment. The refrigerator and drinking fountain have been removed. Dryer Building Guards have been added to the sprockets overhead the shakers on all dryers. The flywheel belt guards will be extended to cover the backsides on No. 4 and No. 5 Centrifuges by mid-July. Sections of the south wall have been repaired. Old Vinyl Break Area The area has been cleaned and materials stored in an orderly manner. restroom has been closed by boarding up. Estimated completion is fourth quarter, 1976. The Joy compressor east of the chiller building will have the guard replaced by mid-July. p A fixed-point monitor sampling stream has been relocated to sample VCM concen tration in the shrink-wrap machine area.
