Smith - E2NE Wood - B2SD The Environmental Protection Agency has issued final rules implementing provisions of the Toxic Substances Control Act (TSCA) prohibiting the manufacture, processing, distri bution in commerce, and use of polychlorinated biphenyls (PCBs) unless specifically authorized or exempted by EPA. In the recent letter, P. F. Cunningham notified you of record keeping update requirements and indicated a proposed guideline dealing with the PCB rules would be issued shortly. Attached to this memo is the proposed PCB guideline for your review, use and comment. This document highlights the most critical portions of the regulations. However, it is suggested that a copy of the regulations be given to those responsible for compliance action along with this synopsis.
