Bax 467 Pensacola, Florida 32592 Dear Mr. Regan: The Department has reviewed reports submitted under Condition #B of Operating Permit $057-80795. We have reason to believe that State and Federal regulations were violated by emissions of vinyl chloride into the abiosphere. The State of Florida under Florida Administrative Code Rule 17-2.670 directly adopts Section 40 Part 61 of the Or*V of Federal Regulations in regulating the Emission of Hazardous Air Pollutants including vinyl chloride. The following violations were noted: - Violation Rule/Statute Release of 23,300 lbs of vinyl chloride on February 1, 1984. Section 403.161, FS FAC Rule 17-2.670 40 CFR 61.65(a). Release of 35,000 lbs of vinyl chloride on May 28, 1984. / t j Release of 330 lbs of vinyl chloride on January 22, 1986.
