SECTION I - INTRODUCTION
Site Entry and Inspection Objectives
Region 5 Lead Inspector, Matthew Schulte, and inspectors Jennifer Bush and Joseph Forth arrived at the City of Joliet Eastside Sewer Treatment Plant (STP) (the "Site" or "Facility"), located at 815 Adler Street, at 9:00 a.m. CST on November 13, 2023, for an announced inspection. Inspectors presented their credentials to Nick Gornick and Monica Zupan and informed the Facility that this was an EPA Region 5 inspection to investigate elements of the Clean Water Act (CWA) and the National Pollutant Discharge Elimination System (NPDES) permit program. The inspection was conducted under the authority of the CWA NPDES permit program and Section 308 of the CWA. The table above identifies the attendees that participated in the inspection.
This report is based on information supplied by Facility representatives, observations made by the Region 5 inspectors, and records and reports maintained by the permittee and Region 5. These include the following: direct observations made by the Region 5 inspectors, photographs taken by Region 5 inspectors, physical evidence collected by Region 5 inspectors, measurements taken by Region 5 inspectors, verbal or written statements made or supplied by Facility representatives (the permittee) during or subsequent to the on-site inspection, and materials, processes, data, photographs, or documents shown, demonstrated, or submitted to the Region 5 inspectors by Facility representatives during or subsequent to the on-site inspection. In addition, information gathered prior to or subsequent to the inspection from a review of U.S. EPA, State, and public records may be included in this report.
Facility/Site Description
Region 5 Lead Inspector confirmed the following Facility information:
The Facility is the sewer treatment plant servicing the City of Joliet Eastside (Joliet). The plant operates a pretreatment program and receives water from residential homes, restaurants, categorical industrial users (CIUs) and significant industrial users (SIUs). There are currently three CIUs and three SIUs that discharge wastewater to the Facility. The three CIUs include: AmeriPlate Group, LLC, Bluestone Specialty Chemicals, LLC, and Apollo Colors, Inc. The three SIUs include: Illinois & Michigan Oil, LLC, PQ Corporation, and Kaluzny Brothers, Inc. Along with their CIUs and SIUs, the Facility also monitors three zero dischargers.
Inspections are performed by the pretreatment coordinator, Monica Zupan, at each of the facilities, at least once per year. A notice of violation (NOV) is transmitted to any facility where violations are identified with the requirement to return to compliance. If the facility which received a NOV experiences another violation within 365 days, that facility is elevated to a level 2 status, which includes a second NOV and requires the facility to attend a meeting with the City. Should a third violation occur within 365 days of the second violation, a third NOV will be issued and the City would begin contemplating penalties.

AmeriPlate Group, LLC (AmeriPlate) is a metal finisher whose processes include electroplating on to thin coils of copper and brass with copper, nickel, or tin for use as product material to make electronic terminals or connectors for the automotive industry. They are located at 600 Joyce Road, Joliet, Illinois 60436 and began operations in February 2002. AmeriPlate has an average daily flow of 20,000 gallons per day (GPD). Due to their status as a metal finisher, AmeriPlate is permitted as a CIU under 40 CFR 433.17.
AmeriPlate operates 24 hours per day, Monday through Friday. They have roughly 30 employees that operate over three different shifts. Wastewater generated at the AmeriPlate facility is treated onsite prior to being discharged to the Joliet Eastside Treatment Plant. Onsite treatment includes Baker Corporation reactors, a defoam tank where polymer addition occurs, and settling in a clarifier. Discharge to the Joliet Eastside Treatment Plant occurs in batches, roughly every four hours.

EPA staff arrived onsite at 10:25 a.m. CST. Inspectors presented their credentials to Scott Annem and were granted access to the AmeriPlate Group, LLC facility. Opening conference was performed at 10:35 a.m. CST, followed by a site tour at 11:09 a.m. CST. The closing conference was held at 11:55 a.m. CST.

Kaluzny Brothers, Inc. (KB) is a meat rendering facility that manufactures inedible animal fats and vegetable oils. They are located at 2324 Mound Road, Joliet, Illinois 60436, and have been in operation since 1957. They have an average daily flow of 65,000 GPD and are permitted as an SIU.
KB operates 24 hours a day, Monday through Saturday. They have an estimated 25 employees that operate over three different shifts. Wastewater generated at the facility is directed toward grease pits and a skimmer, where solids and fats are removed. Following the skimmer, water is directed to an equalization tank before being discharged to one of the 4 ponds onsite. Water in ponds is recycled through the facility on an as needed basis, and only excess water is discharged to the City.
EPA staff arrived onsite at 1:19 a.m. CST. Inspectors presented their credentials to George Kaluzny, and were granted access to the Kaluzny, Brothers, Inc. facility. Opening conference was performed at 10:27 a.m. CST, followed by a site tour at 11:13 a.m. CST. The closing conference was held at 12:12 p.m. CST.

Observation AmeriPlate had an uncovered pipe that connected to the sewer next to their production lines and chemical tanks. (photo: 14) Annual inspections are performed by the City of Joliet's pretreatment coordinator. To date, all inspection have occurred in the last quarter of the year. All of AmeriPlate's processes and storage containers are kept inside facility under cover and therefore unable to interact with stormwater. All water at Kaluzny Brothers, Inc. facility directed towards ponds located on the south end of the facility. No stormwater leaves the facility. (Photos: 40, 41, and 46)

SECTION III - RECORDS REVIEW
Records reviewed may not be in sequential order. Under the authority granted in its pretreatment program, the City of Joliet has issued several permits to industrial users. The permits for the three CIUs and the three SIUs were reviewed as part of this PCI, along with Joliet's sewer use ordinance (SUO) and enforcement response plan (ERP).

Record Permits issued by Joliet contain language that limits their authority to penalize facilities to be no less than $1000.00.

Under 40 CFR 403.8, publicly owned treatment works (POTWs) have the authority to penalize any amount, but must be able to penalize at least $1000.00. Permits issued by Joliet reference pollutant monitoring waivers at several different parts, but do not include guidance for how a facility would apply for a waiver. Permits issued by Joliet contain language requiring facilities to notify the Joliet Treatment Plant of any slug discharges or accidental spills within 15 minutes of their occurrence.

The requirements for slug and accidental discharges under 40 CFR 403.8 are that a facility must immediately notify the POTW. At the time of inspection, KB was unable to provide any self-monitoring reports, as required by their permit, to inspectors.

Record Joliet tried contacting KB on numerous occasions to discuss the selfmonitoring reports. KB remained unresponsive to any emails or calls from the POTW. After not getting a response through electronic communications, Joliet did not utilize their authority and perform a site visit. All permits contained the pollutants identified as local limits, including their sampling frequency, type, and exceedance limits. All permits were issued for a period of 4 years.

All sewer connections and potential discharge locations should be documented within the facility's permit and be monitored. If the connection is not meant to be used as a discharge point, it should be sealed to prevent any accidental discharges from occuring. Annual inspections are performed by the City of Joliet's pretreatment coordinator. To date, all inspections occur in the last quarter of the year.

Inspections should be performed at random times throughout the year to document any annual or seasonal operations that may occur at the facility. At the time of inspection, KB had failed to provide any self-monitoring reports, as required by their permit.
Joliet had tried contacting KB on numerous occasions to discuss the self-monitoring reports. KB remained unresponsive to any emails or calls from the POTW. After not getting a response through electronic communications, Joliet should have utilized their inspection authority and performed a site visit.
SECTION VI - CLOSING CONFERENCE AND FOLLOW UP
Closing Conference
The Lead Inspector held a closing conference for the inspection with Facility personnel on November 15, 2023. During the closing conference, the Lead Inspector discussed the observations and Areas of Concern identified during the inspection. Observations and Areas of Concern have not yet been evaluated for a formal compliance determination.
