Lakeview Woodward OK, 73801 at 9:36 a.m., on June 12, 2023, for an unannounced inspection. Inspector met with Ms. Cathy Dodd (Office Manager) at the Opening Conference. Inspector presented their credentials to Ms. Dodd and informed her that this was an EPA inspection to determine the facility's compliance status with the Concentrated Animal Feeding Operation (CAFO) regulations as authorized by Clean Water Act (CWA) Section 308. The scope of the inspection included a compliance evaluation of the facility's site operations and record keeping determining the designation of the facility as a CAFO. For biosecurity purposes, the inspector toured the site in over-boots and used a company vehicle. Inspector was accompanied by Mr. Mario Gutierrez (Lot Manager). FACILITY DESCRIPTION Woodward Livestock Auction sale records showed that the facility housed and moved a total of 204,314 combined cattle in 2022. They sell beef cattle and calves. Auctions are held Tuesday and Thursday every week unless it is a holiday. Animals are housed for around 72 to 96 hours for each sale. Animals are housed in open pens (Appendix 1, Photos 2-4). Pens are cleaned via two bobcat skid steers every Friday. Lot scrapings are piled and then given away to 3rd party farmers. Mortalities are hauled off and disposed of by a 3rd party. Feed is stored in silos and hay piles (Appendix 1, Photos 5-6). The facility has no lagoons or retention control structures. Section II - OBSERVATIONS Woodward Livestock Auction's 2022 sale numbers qualify the facility as a large CAFO by regulatory definition. There are two runoff channels that run through the open pens. They connect with large standing bodies of water on the north end of the property. These bodies of water are near the manure storage piles (Appendix 1, Photos 7-13). The lot manager said the facility was in the process of pumping the water out. Woodward Livestock Auction is well managed and organized with the only concern being the runoff channels coming off the pens and the large standing body of water. No other potential issues were found during the inspection. Section III - AREAS OF CONCERN There were runoff channels coming off the pens that connected with large standing bodies of water. (Agriculture Pollutant Discharge Elimination System General Permit for Discharges from Concentrated Animal Feeding Operations in Oklahoma Part II.A.1.a.i: "The production area is properly designed, constructed, operated and maintained to contain all manure, litter, process wastewater plus the runoff and direct precipitation from the 25-year, 24-hour storm event for the location of the CAFO.") EPA Region 6 inspector conducted a closing conference for the Woodward Livestock Auction inspection at approximately 10:41 a.m. on June 12, 2023. During the closing conference, the inspector reviewed findings with Ms. Cathy Dodd and Mr. Mario Gutierrez and provide the facility with compliance assistance brochures.
