LLC, Henry Corley Tank Battery, located off Highway 7 (33.38013, -92.79035) at 8:50 AM on 3/12/2024 for an unannounced inspection. No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. Glen Owens with Arkansas Oil and Gas Commission (AOGC) was present during the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the Edna Oil Company, LLC, Henry Corley Tank Battery, which contained two (2) separators, two (2) tanks, and one (1) open top tank. Section II - OBSERVATIONS I observed the facility sign, secondary containment, oil separators, pipes, and tanks located at the facility, see Appendix 1 (photo log), photo No. 1. For additional GPS location and photo metadata, see Appendix 1. I observed the missing catchment buckets under the loading pipes outside of secondary containment, see photo No. 2. I observed loose oil outside of secondary containment near the open top tank as well as loose oil inside secondary containment, see photo No. 3, photo No. 4, and photo No. 6. I observed the secondary discharge valve without a cap with standing water below the valve, see photo No. 5. Outside of secondary containment, I observed a seperator and a tank disconnected and clean without proper out of service markings, see photo No. 7. I observed a Total Dissolved Solids (TDS) reading of 33,425 mg/L outside of secondary containment in a low spot behind (NE) the facility, see photo No. 8 and photo No. 9. I observed a TDS reading of 350.6 mg/L in the tributary behind (NE) the facility, see photo No. 10 and photo No. 11. All TDS field readings observed throughout the inspection were taken with a properly calibrated, EPA issued, YSI pro 30 conductivity meter. 2 Section III - AREAS OF CONCERN Edna Oil Company, LLC/ARU002225(CWA) Inspection Date 3/12/2024 No closing conference was held due to no Edna Oil Company, LLC staff being present during the inspection. Areas of concern at the time of the inspection include the missing buckets for the loading lines outside of secondary containment, loose oil outside of secondary containment, loose oil within secondary containment, secondary discharge pipe not having a cap, and high TDS readings outside of secondary containment. Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representatives over the coming weeks and months to ensure areas of concern are properly addressed.
