Mayer, Jr. Subject: Proposed Ford-Bendix-EFA Meeting Bendix Research was awarded a million dollar contract from the EPA last spring. During the summer ve met vith Bendix personnel, at their request, to describe our test methods and examination procedures (see attachment) . The Bendix people also described their proposed methods and procedures. Ve expressed our concern about a number of facets of their approach at that time. Later, Ervin Elchen's people provided Bendix with a description and demonstration of our TEM and SEM examination procedures and sample preparation methods. On March It, Mr. J. B. Somers of the Environmental Protection Agency met vith Mr. J. U. Damian of Vehicle Regulations and Messrs. Gealer, Melvin, Spzys and Anderson of our staff. Mr. 5omers had requested the meeting to solicit our comments on the methods Bendix Research proposes to use-for the measurement of emissions from brakes and clutches during vehicle operation. - We reiterated our concern about the Bendix approach to the problem and described the methods ve had used In our studies. Our results were not discussed. On March 16, Dr. M. H. Jacko of Bendix Research called Roy Gealer, requesting a meeting with Bendix Research and Mr. Somers of the EPA. Apparently Mr. Somers had relayed our concern to Bendix. It Is about this meeting that I have some apprehensions. Bendix Is several months behind in their program. They Intended to start vehicle testing In ' September 1971 and complete their report by May 1972. Mr. Somers indicated that vehicle tests have not yet been run. I felt that ve had an obligation to express concern to Bendix and later to the EPA about test methods of questionable merit. But Bendix has the EPA contract and the responsibility for accurate and timely results Is theirs.
