Indiana (Emissions Trading). Updated to reflect a final rulemaking by the Indiana Department of Environmental Management establishing emissions trading programs for annual and seasonal nitrogen oxides and sulfur dioxide as required by the federal Cross-State Air Pollution Rule (CSAPR). The rule took effect Nov. 24.
Virginia (NOx SIP Call). Updated to reflect a final rulemaking by the Virginia Department of Environmental Quality conforming the state's Nitrogen Oxide Budget Program to the federal CSAPR. This Virginia rule removes requirements pertaining to the trading of NOx emissions under CAIR. It also retains requirements necessary to control emissions from nonelectric generating units to make state requirements conform with CSAPR. The rule took effect Nov. 29.
Additional Analysis
Defining Green Finance for Climate Change. A new Practitioner Insights article by Daniel Rossetto, chief executive of Climate Mundial, and Bruce Tozer, chairman of Climate Mundial, is added that proposes a definition for "green finance" in the context of climate change. The authors argue that green finance is an important and emerging segment of financial markets that holds the promise of delivering environmental benefits that could help tackle climate change.

Waste Management Guide State Alaska (Underground Storage Tanks (Financial Responsibility)). Updated to reflect an Alaska final rule amending financial responsibility requirements for owners of underground storage tanks. Alaska (Underground Storage Tanks (Financial Assistance)). Revised to provide an updated analysis of Alaska financial assistance for remediating releases from underground storage tanks. Alaska (Aboveground Storage Tanks).
