Prescott reported that capacitors installed at the Linseed Oil Kill at a cost of $3,112.00 have shown an average saving of $150.00 per month the five months since thu.tr installation. The Cleveland factory installation cost amounted to $2900.00 and monthly saving to $123.00. 10063 - NAVY INQUIRY: Mr. Gieplein reported that the Navy Department has asked for a bid on 765,000^ pounds of ulkyd resin. Board's attention to the fact that a line of bobbin enamels has been developed and has been placed in stock at three points without first hav ing been submitted to the Board for approval. He will see why it was done without the Board's approval and that in the future all such new items will be properly submitted. 10065 - BRUSH STOCKS: Mr. Griffiths reported that brushes are being eliminated from the following ware house points: Albany, New York Baltimore, Maryland Charlotte, North Carolina Cincinnati, Ohio Houston, Texas Indianapolis, Indiana Oklahoma City, Oklahoma Omaha, Nebraska Spokane, Washington 10066 - JAPAN ^OBS: Mr. Baldwin reSjSfted that Japan Colors are to be packaged in cans of standard size and sold by v<pjjie rather than by weight thereby eliminating odd sized packages. It was suggesiSd the packaging might be further simplified by using standard doubletight containers rather than press cans. 10Q67 - DEHYDROL: Mr. Coolidge reported that the price of Dehydrol is to be increased to 13f a pound in tank cars f.o.b. Cleveland, freight equalized with Hew York. This same billing price will apply to shipments to factories. Production of Dehydrol last week amounted to 340,000 pounds as compared with factory i %t 0035-SWP-000010645 consumption of 164,000 pounds. 10068 - LEAD IN OIL: Mr. Coolidge reported that National Lead has announced a price increase of a pound on white lead in oil paste, and 10$ a gallon on liquid white lead. These price increases arc- effective April 26. 1; - PIGMENT PRODUCTION; r. Coolidge reported that the pigment plants are operating at capacity but that the .stocks of lead and leaded zinc decreased further. Current stock of white lead amounts to 1000 tons as compared with a stock of 3000 tons at the first of September. The Board decided that an additional 1000 tons of lead should be set in the old Outer* stacks so that it will be available about the first of the new year. Mr. Davis pointed out that if there is a real shortage of zinc pigment that more lead will be required. Mr. Coolidge stated that a survey made by the Zinc Institute showed that only 20? of nine oxide is made from spelter, and that the remaining 80? is made from ore unsuitable for making metallic zinc. 10070 - SCREENINGS OIL; 1 Mr. Davis reported that there are 4 tank cars of screenings oil on hand. It its decided that these should be reserved for Chicago since none of the other plants have used screenings oil in any quantities. It. VanStone pointed out that we need a cheap oil such as screenings oil as a stand ard raw material. It was decided that plans would be made to produce between two and four more tank cars of screenings oil before August 31, and a tank car a week during the next fiscal year. 10071 - SHORTAGE OF PAINT VEHICLES: Dr. VanStone pointed out that we are facing a shortage of paint vehicles and that currently we have trouble in obtaining fish oil, neofat, phthalic anhydride, and P.E. In view of the more severe shortage that is expected, a more concerted effort will be made to reduce the number of circles required in our formulas. A meeting is to be held in Chicago this week with Affiliated Companies. 10072 - CHINA WOOD OIL: Mr. Davis reported ..that .a China Wood Oil meeting is being held at Washington on >il may be put on priority list. The Board decided'that the market price rather than the pool price of linseed oil is to be used in all cost figuring. 10074 - SUBSTITUTE POP. LEAD; Dr. VanStone advised the Board that the reported German substitute for lead pigment consists of 80? aluminum and 15? silica. Consequently it will be of no interest in this country. 0035-SWP-000010646 -4- 1007*; - INSECTICIDES; Dr. VanStone reported that the cost of shipping arsenate of calcium in bags from Oakland into the southern states is $3.10 as compared with the cost of $3.90 in drums. Consequently it was decided that as much as possible of calcium should be packaged in bags rather than in drums. The Board discussed the cost of manufacturing insecticides and it was pointed out that the high cost on arsenate of lead and dry lime sulfur is due to the high cost crying process.
