Townsend : ' First let me thank you for your courtesy in. seeing me on Saturday, and for your hospitality at the Cosmos Club. ' Upon my return I looked into my files and I am sending you herewith a copy of a letter which I believe will be self explanatory. You may have difficulty in tracing the file of this correspondence. I have no way of telling whether this official action was ever published in Public Health Reports or elsewhere, for I have no further record of it. The original letter, as you will recognize, is in the files of Ethyl Corporation. Prom my point of view this clears the issue and leaves the figure at 4.5 c.c. of tetraethyl lead per U. S. gallon, rather than the 4.6 which was used by the military groups during the war. Under separate cover I am sending you a sheaf of booklets which give you the regulations Issued by Ethyl Corporation, with my approval, in connection with the handling and transportation of the concentrated products. As you will note in any one of the booklets related to mixing plants, placards giving detailed instructions for the mixing operations are put up in a conspicuous place in each mixing plant. Additional placards are provided, giving instructions for laboratory procedures related to the handling of concentrated fluid, and to the cleaning of gasoline storage tanks. This just about covers the instructions which authorized customers of Ethyl Corporation are required by contract to carry out. These instructions, in substantially the form shown here have been translated into virtually all the languages used by mixing personnel in various parts of the world, whether issued by Ethyl Corporation or by Associated Ethyl Company Limited of London. Thus they have become a part of the operating fabric of this industry. From time to time, as circumstances require, they are altered, but they have been substantially the same in principle for quite some years.
