A REACT sales presentation was made to the Upjohn Company in our offices on Friday, February 1, 1980. As they only operate a fleet of 172 long-term leased cars, they are interested in a REACT service, such as we supplied Apco Oil Company, rather than a purchase of REACT, We have discussed this with the Computer Department and do not plan to pur sue this arrangement.
Exchange of VCM Cars
We presently operate 87 uninsulated, DOT 112, 26,000 gallon VCM cars leased from Union Tank Car Company. These cars were to be exchanged for 87 insulated, DOT 105, 26,000 gallon VCM cars in April and May of 1980. This exchange has been accelerated and 19 of the new cars have already been shipped to Westlake, Louisiana.
Derailments
Two leased jumbo pressure cars were derailed in Aberdeen, Mississippi on the Frisco on January 29, 1980. Both cars were loaded with VCM; but the cars did not overturn, and no product was lost or injuries sustained. Both cars were rerailed the next day and moved into the plant to be un loaded. After the cars are unloaded, they will be sent to Artesia, Mississippi for bearing inspection and then returned to service.
One leased 11,000 gallon capacity tank car was derailed by the W. P. at Wells, Nevada on January 11, 1980. The car was empty and last contained "ALF0L" alcohol. Major damage resulted and a depreciated value statement .was sent to the railroad. The supplier has been contacted about a replace ment car if this one is removed from service.
Billings and Denver Asphalt Meeting
We met with WC0 on January 30, 1980 to discuss tank car requirements for Billings and Denver the balance of 1980. Current tank car requirements indicate we should have cars to lease to outside companies this summer and be able to provide replacement tank cars for lube and wax shipments until the 41 new cars can be purchased and put into service.

Effective February 11, 1980, David Johnson is transferred to AnalystEquipment and Records, replacing Stan Polwort who resigned. Effective this same date, Mike Turner is employed to replace David Johnson as an Analyst in Rail Operations.

A new three-year contract retroactive to December 1, 1979 was nego tiated on January 30, 1980 and unanimously ratified by the Teamster mem bership on January 31, 1980.

Federal Railroad Administration Study
The Federal Railroad Administration (FRA) has awarded a contract to Edwards Air Force Base to study wreck-clearance procedures with emphasis "*on the handling of ha2ardous materials cars following derailments. The t FRA's objective is to develop techniques and guidelines for the safe con duct of wreck-clearance operations. The study is to be completed by April, 1981.
Louisiana Department of Public Safety Hearing
Larry Hubbard will attend a Louisiana Department of Public Safety (DPS) public hearing in New Orleans Tuesday evening. The hearing is to solicit comment on the DPS's proposed program for the regulation of hazardous materials transportation.

Strike Situation
Wrenshall - Quiet weekend; no incidents to report.
Billings - Transport terminal has no incidents to report over the weekend. There were two incidents at the main gate of the refinery involving broken windows in two vehicles. It was also reported that two people tried to climb a fence at the refinery, and they were arrested.
Ponca City - Continental Can Company - Transportation has been pulling one truckload a day from this company with no incidents to report.
Falls City, Texas Open House
An Open House was held Friday, February 8, for local, county, and state officials and Conoco personnel. Tours were given of the Conquista mill operation and the Conoco transport terminal; it was very well re ceived by all attending.

Study Group - Proposed C&P Plant
Representatives of Marketing, Technical Services, Refining, Central Engineering, and Surface Transportation met in Ponca City on February 7 to review the plans and economics of the proposed C&P Plant. The primary purpose of the meeting was to update Central Engineering and review phys ical requirements for the facility.

Rail Rate Increase
The Interstate Commerce Commission authorized the filing of a master tariff by the Western Railroads for a 2% emergency interim increase on interstate rates and charges. The Commission will endeavor to issue its decision in this proceeding by February 15.
