The ubconmitt plans to communicate with the Pulp tnd Paper Reiearch Inatituta to determine if a similar problem haa baan aolvafl for rood pulp, 2, Editorial Subcommittee - The representative from the JohneBsnvills Research Canter informed the Committee that statistical analysea carried out by the research center for G.A.M.A. would be charged according to the amount of work involved rather then at.e..,_.... fixed rete per study. Delivery of the french translation of the aummariaa of tasting pro cedure ie slated for January 15th, 1969. Ths translation rill be submitted to french language senior laboratory technicians at each company for thair comments, prior to publication. 3. Wet Classification - The statistical analyses of the Round Robin Data prepared by Professor White and the Johns-Wanville Research Center were studied by the subcommittee at their-'last'meeting.'^'^'--^' It was explained that comparison of the WcNett method and the T4N method was not fair, since technicians are thoroughly experienced with the WcMett apparatus but not for the most part with the T4N unit. It was moved that a cne year period be taken to acquire ex perience with the T4N method prior to repeating the Round Robin. Therefore, adoption of the T4N procedure at this time would be premature. 4," fibre Strength'Unit - It is felt that the iubeommittSB.should continue its sfforts at improving, this method with a view to ob taining a significant degree of reproducibility. Laboratory and conductad hi* tour of the other participating laboratories tha araak of Janua ry 13th. , 6. Color Teat - Correlation teats have bean delayed due to difficul. -.-.ty axperiancad with the Sherbrooke Laboratory Color apperatuei as a result test date was not available for study at tha last seating of the subcommittee (November 27th). Pending receipt of correlation teat results, it was agraed that the write-up of the test method should be undertaken and that the procedure be submitted to Q.A.N.A, for proper sanction prior to final presentation to A.S.T.W. 7. Miscellaneous - At a special afternoon session on January 14th, two representatives of the Dominion Bureau of Statistics presented en"1ntroduction 'to statistics, which was followed by a lecture by a representative of the Atomic Energy Commission on the -application of statistics to the design-of experiments. Tha next day, January 15th, Mr. Siroia of the Mineral Processing Division presented a captivating lecture on the fundamentals of Zeta potential. Mr. Zcldnera of the Industrial Minerals Division reviewed certain observations on the testing of cament. UNirORM CLASStriCATION AND CRAPING COMMITTEE . This committee met on January 22nd and matters of interest to ths Directors of ths Associstion were rsviewsd by ths Chairmsn, .../A ' \ |:fi 1 l ] H I! ! 4. 1. Sherbrooke laboratory - Work ia being pushed on the Zai-as par- i ticla size analyser and the "image-shearing" device. -The Committee la convinced that the project ia wall worth-while and ehould be puraued vigorously as practical. t fibre Inspector - The fibre Inspector ia taking on the task of calibrating the various companies' colour machines aa requested by Companies to do so. \ 2. Random Production Sampling for Q.S. Teat -- Some refinements to present procedures of random templing for Q.S.,,Teat.were approved. The use of rubber balls in the racks of the Q.S. machine will be in vestigated for use in the testing of floats. 3. fibres Containing Additives - It was agreed that the "Monthly Shipping Test Report", aa produced by each Q.A.M.A. Member Company v will, effective January 1969, show the sub-grade identification of shipments containing additives. These will be identified by the letter "S* for C.J.M., and the letter "f" for A.C.L.,. at the moment. New Test Methods, Asbestos Clsseificetions 4 Ottawa Research Considerable time wes spent reviewing this subject and at good sumstation for desirable future action obtained. Asso ciation delegates must be persons actively engaged in the management of a business or company; they can be accompanied by a permanent officer of their Association as an adviser. On a motion duly seconded, it as resolved that the Q.A.M.A. apply for membership in the Council. CARRIED. TRArric cowmiTTCc The Chairman reoortad that there had been two meetings of the Com mittee since the-last meeting of the Association, Further meetings are scheduled for January 29th with U. Australian-New Zealand and Continental Conferences. In addition, in view of the fact that it seems unlikely that any effective arrangement can .be Bade ith the ii Continental Conference and because the tentative agreement with the Arctic Lire is not acceptable to all members, meetings heve been arranged with two non-conference carriers who are interested in carring asbestos to the Continent this coming year. The Chairman reported that the Canadian section of one Inter-American conference had raissd its rates by 10J(, effective with the opening of navigation. . .( -Vv The labour situation on tha St.Lawrence river is still a caust for concern.and, combined with the procrastination of the Federal Covernmant in passing legislation governing the operation of hipping con ferences, has resulted in an overall deterioration of line service to Canadian porta. .../7 Swazi'S-*': 7. LEGISLATION AND TAXATION COWfT!rTTCe: The Governments i n looking for now sources of revenue, which means increased taxation, commantad the Chairman. Presently under conaidaration by the faderal Government is a capital gains tax. In order to supplement information on the mining industry, it is , proposed to distribute new forms so that each comoany may file statis tical date on taxes, contributions etc. payed during..thev.years- 1967- _ ... 68, with the Association's Audi tors,Riddell, Stead, Graham and Hutchi son. As soon as representatives of all member companies are appointed to subject committee, a meeting will be called to study local taxation matters. PUBLIC RELATIONS CQffiHITTEE The proposal tabled at the last meeting was reviewed by the Chairman of the Committee. Following comments from several doctors, it was resolved to terminate contract with Ediiaa and negotiate a personal contract with John Gossip. This may call for a notice of three (3) ontha. It was not clear whether this formula was meant to establish the actual budget estimates or an additional fund. Dr. Merrill indicated an additional fund was meant; so did Mr. lindall. / Raferanca was made by Mr. Lindall to a Montreal Club unofficial meeting of some Q.A.M.A, members (Messrs. Oughtred, Lindell, Smith, Merrill, Coleman, Sabourin attending, Messrs. Messel and Main having been forcibly prevented from attending). Dr. Wright thinks he may not be able to maintain the scientific committee together, if insufficient funds are available. The Chairman pointed"out that the members of the Scientific Committee ere being aollicited from various quarters and that their advice and prestige have been so far most valuable to the Institute end the Association. Their leaving the Scientific Committee would therefore be a great loss and this should not be allowed to happen. The In dustry has a serious problem and cannot leave the matter to others; it must fight its own battle, for instance, General Motors is holding a meeting on brake linings this very day (January 28th); results could be damaging to the Industry, should it be demonstrated that dust from the linings as an air pollutant affects human health. ENVIRONMENTAL CONTROL CQMMITTCC _ . __ Ths Chairman tabled a report in which ha rsviawad tha major projicts now in progress at tha Jeffrey Mine (C.J.M.), Aebestoa Corporation, and Lake Asbestos of Qusbec Limited. Johns-flanville proposes to use a provisional standard of 6 fibres per c.c. measured by a membrane filter. The President then asked for nominations from the floor. As none were being made, it was then suggested that the Directors meet alona to. discuss the matter) A.C.l. and C.J.H. At this point the following nominations were proposed end seconded). President, K.V. Lindeli, Vice President, R.J. Kerrill, Treasurer, George Robinson^ Counsel, Ivan Sabourin, General Manager and Secre tary, Paul-A. Filteau. It was also moved :that nominations'be-closed. All-in favour. This slate of Officers was then unanimously carried with all seven Directors present. Appointment of Auditors - Proposed and seconded that Riddell, Stead, Crahem and Hutchison be appointed Auditors of the Association for 1969.
