Your vinylidene chloride monitoring plans at PPG's Lake Charles plant have been changed from two sampling visits to a pre-site visit and one sampling visit. The pre-site visit is to study the general Community and plant perimeter geography and to consider in-plant sampling locations. This pre-site visit would be by yourself and one other MRI employee. It would probably take place around the end of October. The person at tKe Lake Charles plant that you will want to call to arrange a date for a pre-site visit is James E. Wyche, III [(318) 882-1200, Ext. 469]. The single sampling visit would consist of four MRI employees who would spend the first day arranging sampling devices and a second day gathering samples. Your sampling schedule would consist of a total of about 20 gas samples of 24-hour duration. These would be one liter/minute samples taken with battery-driven pumps for charcoal absorption. Sample sites decided upon at the time of your pre-site visit would be inside the plant, on the plant perimeter and in the community of Lake Charles, During the air sampling period you will want to take grab samples of the main plant effluent at two- or four-hour intervals for vinylidene chloride analysis. You have since judged that soil samples would be unnecessary. Should your plans change again, we will discuss them during your pre-site visit. In so doing, when contractors are in our plants to gather such data, I insist upon our being aware of what EPA has con tracted for and how the contractor plans to comply with any contract obligations on our property. I have, therefore, requested in our phone conversation a copy of your contract for the vinylidene work on the manu facturers' property and a copy of the results you will obtain on air and water samples from our plant site. Vinylidene chloride shipments from our Lake Charles manufacturing facility are mainly (about 85 percent) in rail tank cars with the balance in tank trucks. The rail tank cars are in dedicated service. They are not padded or purged by customers on unloading and are simply reloaded at Lake Charles when returned.
