Whilst the ECHA Committees are not experts in the many fields of PFAS use that are relevant to this proposed restriction, they do expect to be able to evaluate the case for a restriction on technical grounds, and so will be looking for data to support the arguments made in the proposal. To ensure your responses are of optimal value for our project, we therefore invite you to follow the guidelines below. yI Please provide as much detail in your response because statements need to be substantiated with data on technical constraints, costs, etc. if they are to carry any weight in the process. To take an example, we have seen the statement `there are no alternatives' used in several responses, whilst other stakeholders have stated that alternatives are readily available on the market. Without further detail we cannot evaluate the merits of either case. Providing as much detail as possible is particularly important in sectors where there are non-PFAS alternatives available for certain uses within that sector, but for others you consider that there is no viable substitute. We want to understand why the use of PFAS might be considered the right option in some niches within a sector whilst in others alternatives are already widely used. Or, if you are a provider of alternatives, why you consider that your alternative is applicable when others may say that it is not. We understand that companies may be reluctant to share case-study material that provides this level of information. However, please recall we have systems in place to protect confidentiality, and it is more effective to make your reasoned arguments at this stage in the process, rather than later on. We are happy to sign non-disclosure agreements specific to this work if this would be helpful.
