Railcar transportation volume information for existing routes should be based on 1994 data and new routes for 1995 should be projected on an annual basis. Committee members also should bring to the next meeting any changes to the company response capabilities shown on the current map. The transportation volume information will be handled by CMA as confidential business information. Has Shah will invite Dr. Ludi Benner of Events Analysis to attend the next Committee meeting to discuss the changes to the map. 3.0 The Committee discussed the possibility of submitting a recommendation to the Association of American Railroads on the standardization of cover plates on vinyl chloride railcars. Dr. Shah will work with Carol Toth of Keller and Heckman to draft a letter to AAR regarding the recommendation and focusing CMA 111809 >* . Vinyl Chloride Transportation October 18,1994 Page 2 on the safety aspect of the standardization of plate covers. Dr. Shah will contact AAR to request that this issue be put on the agenda for the next AAR Rail Work Group meeting in January, 1995. Any recommendation to the AAR will be coordinated with the CMA Distribution Division. 4.0 The Committee reviewed the latest draft of the VCNet brochure prepared by John Klimavicz. Bob Ondocsin suggested a few minor revisions and noted that the source of most the information in the brochure was the DOT Emergency Response Guidebook. Dr. Shah will send a list of the corporate addresses of the VCNet member companies to Mr. Klimavicz. Mr. Klimavicz will revise the brochure one more time following the receipt of photographs from other Committee members. All member companies should make sure the brochure is cleared by their legal departments. 5.0 George Marshall reported that all members except for Formosa and Vista have submitted lists of their railcars. Formosa and Vista will submit their lists as soon as possible. The consolidated list of railcars will enable members to research information, i.e. whether a car accepts a commercial capping kit, about other industry cars. Mr. Marshall will bring the consolidated list to the next meeting. The information will be made available on disk. 6.0 Dr. Shah will ask CHEMTREC to run a list of VCM incidents for 1993 and 1994 to be distributed to Committee members. 7.0 Committee members reviewed the draft agenda for a one-day workshop on vinyl chloride safety awareness. Gerry Jordan suggested holding a workshop in conjunction with other safety training groups, A morning session could be devoted to generic hazard information and the afternoon could include several chemical-specific breakout sessions. Another option is to contact hazard response teams in different areas and request to be included in their regular training schedule. A third option involves contacting TRANSCAER to volunteer the Committee as a training resource. Vergel Perry will contact Lou Wagner of TRANSCAER to see if there is any interest. Dr. Shah will contact the CMA Distribution Committee to ask how the Committee can become a resource for on-going or future distribution programs. Mr. Marshall and Mr. Perry will try to arrange a two day training session in Pt. Comfort, TX in April, 1995. Mr. Marshall will investigate holding a one day training session in Corpus Christi, TX. Mr. Klimavicz will contact emergency response personnel in the Delaware Valley to see if there is any interest in either a one or two day session. Bob Wronko will continue communicating with emergency response personnel in Buffalo and Niagara Falls areas for a possible workshop in 1995. Mr. Marshall will prepare an abridged version of the two day manual and send it to Dr. Shah by November 31 for review by the Committee. Mr. Marshall reported that all shipping vessels coming to the U.S. must have a 250 million dollar liability insurance coverage. 9.0 The Committee members exchanged plant safety information. 10.0 Dr. Shah distributed a financial statement. The 1995 budget will be the same as the 1994 budget. Dr. Shah will distribute commitment forms with the minutes of this meeting so that Committee members have the option of paying from either their 1994 or 1995 budgets. 11.0 The next Committee meeting is scheduled for February 28,1995 at the CMA offices in Washington, D.C. 12.0 The meeting adjourned at approximately 2:00 p.m. Subject to Approval Hasmukh C.
