TRAFFIC C0?CTTB REPORT In the Chalraan's absence, J.M. Barnhart reported as follows: The Rule 34 restriction against a 24,000 pound minima weight, proposed by the railroads in May of 1969, was delayed until August 10, 1970. At that tlsc, however, the railroads did place the restriction. Our only accomplishment in this area was delaying the oetivatlon of the restric tion for IS months. The Batlonal Classification Board proposed in February of 1970 to Increase the rating on mineral wool, fill from Class 37-1/2 at 24,000 lbs. to Class SO at 24,000 lbs. We protested this action and appeared before the Board in April of this year. As a result of our appearance, they established Class 60 at 16,000 lbs. Based on a truckload charge, we gained a 10? reduction. There is before the Interstate Cocaerce Cccaisaion at this tine a proposal to increase rail rates by 8C effective September 15 and 7? effective Hoveober 1. While ve have sot sade a direct protest, practically all of the companies who axe members of this organisation are also senders of the Rational Industrial Traffic League vho are strenuously fighting this action. Barnhart reported that the Committee bad made arrangements for the RIMA Booth at the Western Air Condition ing Shov and the SMACNA Convention during 1970. STATISTICAL COMMITTEE REPORT In the Chairman's absence, J.M. Barnhart reported as follows: The Committee met September 9i 1970 at 9:30 A.M. in Rev fork City, with the following in attendance: T.S. Venditti J-M RZMA 0-C PPG CSG REVIEW OF COMMITTEE SCOPS The CosBittee briefly reviewed the intent and scope of its activities. They consist almost entirely of monitoring the Association's statistical reporting program, including the rules, mechanics, and definitions that prevail. TTMELCTESS OP REPORTS The statistical reports are coming out aooner after the close of each month than ever before. This promptness is entirely within the control of reporting members. Price, Waterhouse consolidates, prints, duplicates, and mails out the shipment data (complete with a partner's signature) within two days of receiving all members' reports. In this connection, ve propose to change the reporting rule to the effect that members should report to Pries, Waterhouse within thirty (30) days of the month's end. If all members report by that date, the industry shipments should be back in everyone's bands by the first or seeond week of the - second month following that reported. Mr. Barnhart is also going to discuss with Price, Waterhouse the possi bility of their office keeping track of members' on-time reporting, to determine if that speed of reporting is feasible. 2 REPORTING FORM RZVTS:^? The Comittee recoesaends that the statistical reporting ferns be revised to combine Duct Liners with Round and Rectangular Duct on the sane page. This will oecasicn deletion of "Board and Felt" duet liners, which are never reported separately, and deletion of the columns for conpany sales and percent of industry now appearing on the Preforxed Duct Form. Mr. Barnhart has agreed to take up these form revisions with Price, V.'aterhouse, if the senders affected agree. URHSPCRTSD ITEI-S In discussion of the nuaerous product items not reported in industry ship* meats, it was brought out that they might not be deleted from the report ing system and forms because their sales, although by fever than three members, are still considered in the dues base of the Association. PRIVATE BRANDED PRODUCTS Tbe Committee again emphasizes the reporting rules adopted last year by the Board of Directors: 1. Intra-association sales of private brand items are reported by the ultimate seller, not the manufacturer, for the more accurate geographical breakdown and dollar value; 2. Private brand purchases from a non-member ere reported by the ultimate selling member; 3. Sales by a member to a non-member for resale are repotted by the member. In the cooing forms revision, this section of the printed reporting rules win be brought up to date. LIST OF MEMBERS' PRODUCT TRADE SAIJS Mr. Barnhart is to eanvass the membership for a list of product trade names, by statistical reporting categories, amd publish the consolidated list for all aembers by the end of the year. This general topic will be a subject for discussion at the October 12 Meeting. EDUCATIOff t LEGISLATION CQg-STTSS REPORT Chairman C.L. Sheckler reported as follows: A review was presented of the detailed activity in conjunction with legislation to elioinate the use of fibrous glass insulation next to the air stress in Kansas, California, Massachusetts, Florida, Kentucky, New fork City, Philadelphia, San Francisco, Los Angeles, and DeKalb County, Georgia (Atlanta). The report was made in re lation to coordination of this consittee in conjunction with the Health and Safety Connittee concerning neetings to review oedical and engineering research with Dr. Cholak, University of Cincinnati; Dr. Cooper, University of California; and Dr. Balzer, University of California. The report of the meeting held between the Chairman and Alex Cross, Asbestosis Research Council, Great Britain, was node. This aeeting related to problems of asbestos and fibrous glass used in insula tion products in Great Britain and throughout Europe. The dis cussion included subjects of health, injury prevention, Worlaen's Compensation litigation, third party litigation, and governaent controls. The Chairman reported on a aeeting held with Eastman Kodak Corp., . Rochester, H. Y., concerning the use of insulation aatarlals as related to health and control problems The Chairman reported on the aeeting held with Dr. Sellkoff la re lation to a report on biological effects of modified inorganic micro particulates work being conducted at Mt. Sinai Bospltal and Fairleigh Dickinson University. A report i aade on the Attendance by the Education and Legislation Coonittee and the Health and Safety Cosittee at the American Indus trial Hygiene Aasn. Meeting in Detroit, at vhlch papers vre presented on fibrous glass. The CbAiraan reported on discussions vlth Dr. F. Pundsack, JohnsManviile Corp., concerning the effect of aleroscopie size fibrous material. A report was aade on the draft of the nev booklet entitled: "Health Aspects of Fibrous Glass in Air Transmission Systems for Building Construction". There was also a discussion of the tentative Ohio legislation concerning fibrous glass in air streams systems. Mr. Vyverberg and Mr. Barnhart attended a meeting vlth the legislators in Columbus. The Chairman reported on a meeting vlth AT&T regarding a letter concerning fihroue glass written by Mr. Turner, Chief Engineer for AT&T. A report was aade concerning a meeting vlth Dr. Cooper and S. Carlough regarding a Sheet Metal Workers Health Study. A report was aade concern.'-ng the nev ship repair, shipbuilding and shipbreaking regulations proaulgated by the U. S. Dept of Labor requiring Material Safety Data Sheets for all products pur chased or used by the Navy or coast Guard. The Cbairaan aade the folloving recommendations: 1. That lfZMA increase activities in the areas of aceident and injury pravention, occupational health, and medical-engineer ing scientific research, in order to eope vlth the increasing problems of legislation, litigation and eustoaer relations. He requested permission to offer HXGA services in these areas that would assist contractors. 2. Additional nodical-engineering research in the folloving areas: a. Development of products to reduce dust. b. Inhalation studies of aleroscopie site fibre. e. Supplement USPHS epidemiological study with an Independent radiological evaluation of industry manufacturing employees. d. Support tbe Dr. Cooper Sheet Metal Workers Study or provide other aeans to maintain the Drs. Tabershav, Cooper, Balzer organization at the University of California for the forth coming year. -6 3. Change the RIIA committee structure and titles to improve eoGBittee activities: a. Change th- current Health and Safety Ccomittee title to the Medical-Scientific Committee. b. Change the Education and Legislation Conmittee title to the Health and Safety Coonittee. c. Increase the Health and Safety Coraittee (Education and Legislation) budget to provide safety engineering, icdus trial hygiene engineering, environmental control, and other services to RICA. d. Improve HIMA public relations efforts by increasing publications, vith positive approach concerning insula tion materials, in various trade Journals and nevs media e. Increase comunicatlons and improve relationships vith 94ACNA contractors. Following the Ccomittee Report the membership expressed their thanks and appreciation to the Committee for the work and accomplishments they were doing in behalf of the industry. Copies of "Health Aspects of Fibrous Glass in Air Transmission Systems for Building Construction" were distributed to the Board of Directors for perusal. Cements should be sent to the HIMA office vlthin 10 days It was unanimously agreed that C. Sheckler should relate any adverse earnests that may arise on the subject of thermal insulation during the RICA Meeting.
