Friday, April 14th 1944, for the purpose of reviewing the recent bulletin issued by The Associated Ethyl Company Ltd. , on the subject matter. P \ v Attending the meeting were : Messrs? 0. L. Department of the Safety Department of the Process Department of the Process Department of The Process Department of the Cleanout Department The regulations as set forth by thekthyl Corporation are quite clearly understood, with the possible exception of the rules pertaining to the performance of "HOT DORK" in tanks that have been in Ethyl gasoline service. It was the opinion of Messrs. Risso-Gill and Owen that further cleaning was necessary on surfaces to be heated by a burning or '..'elding torch, in order to comply with the iSfchyl Gorp. regulation that states that "all areas that may get hot must be scraped down to clean metal". A general discussion ensued on this general subject, and the following rules for working in such tanks were agreed upon and will be put into practice upon receipt of these minutes. 1) . Tanks would be thoroughly cleaned as per present practice and every last trace of scale or sediment that can be reached by present methods would be removed and disposed of at the dump. A secondary cleaning would be performed after metal inspectors have completed their basic . inspection so as to remove any rust or scale dislod^isd by inspectors. :-} Dust respirators are to be worn when qny operation carried on within a tank creates dust, as such dust may contain lead compounds. The individual craft involved, including metal inspectors, -will be responsible for fulfilling this requirement. 3) V.hen small localised areas are to be welded or burned with a torch, the ..'elders or boilermakers performing such work will be responsible for cleaning the area to be heated free- of scale, so us to have clean metal. 4) hhen large areas are to be heated in the course of extensive repairs e.g., renewal of sections of roof deck, pontoons, floor sheets-,_ etc. , the Cleanout Department sill be responsible for carrying out the additional cleaning required to obtain "CLri-Jl HEfaL" for the mechanics who will subsequently weld -or burn on sane. Lietal Inspectors will nark such areas in the course of their inspection. 5) The Light Oil Finishing Department will advise the M. & C. Zone Office relative to tanks that have been in Ethyl gasoline service when repairs to such tanks are requested. Suitable rubber stamps are being obtained for stamping such job order requests as follows:"E^UIPiuEST CONTAINED ETHYL GASOLINE". The I. & C. Department will then take the necessary steps to advise their various repair crafts of this fact. Cold voork permits issued to metal inspectors..to enter such tanks will also be stamped in this .manner. .ifter a general discussion of the acove points and manner of putting them into practice, the meeting was adjourned at 1.05 p.m. EFG:spv cc to 0.
