This proposal has been dlsoussad with Ur* Casa, who states that it is alnost necessary for ua to con* tlnua to produoe leaded zinc oxide for sales reasons and he believes that the proposal outlined In Ur* Johnson's letter is the best way of doing so now that we oan no longer purchase lead sulphate fron the national Lead Conpany* He also considers Improving the conditions in the nine oxide packing plant very important#
You will note that Ur# Johnson estimates that a net saving of #9,000 per year will be nade by the treat* arnt of high zinc residue netal and that probably another #11,000 can be realized by the treatment of muffle dross, whioh would give a total of #40,000 per year to set against the approprlation of #38,300, not to speak of the very considerable improvement which will be effected in the zlno oxide packing department*

Dear Mr. Laist:
A recent survey by members of the staff at East
Chicago, also by representatives of the State Board of Health, convinces me that we should improve the ventilation to eliminate the dust hazard in the area at the Zinc Oxide Plant where leaded zinc oxide mixing and bagging is carried out. The survey showed that the dust hazard was from ten to twenty times the allowable figure, and both groups recommended that we correct this condition.
The enclosed letters by Mr. Bowman, Mr. Knox and
Mr. Toney are, I believe, self-explanatory, and outline the
need for the proposed equipment.

For your consideration, I am enclosing Appropriation
Request No. 168 which covers an addition to Oxide Department
Drscco Dust Collector in. the amount of $1,800.00, which should
properly ventilate this area.
