Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected Kenwood Creek Apartments 2345 Cobb Parkway Smyrna, Georgia 30080 Inspection Date: March 21, 2024 Facility Programmatic ID 3601644014 LAT: 33.8962 LON: -84.4774 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Pamela Storm Introduction An inspection pursuant to Section 114 of the CAA was conducted on March 21, 2024, at Kenwood Creek Apartments located at 2345 Cobb Parkway in Smyrna, Georgia 30080 (the Facility). The unannounced inspection was conducted by Pamela Storm and Tony Spann who possess EPA inspector credentials to conduct CAA NESHAP asbestos inspections. The inspectors discovered that renovation/demolition had occurred at the Facility by obtaining a copy of Permit #2023-004005 issued by Cobb County on May 3, 2023, for interior renovations at the Facility following fire damage. The permit was obtained by Rehab Construction Specialists, LLC, 6335 Polo Drive, Cumming, Georgia 30040. The activity had recently been completed as of the time of this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation/demolition activity conducted at the Facility. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; demolition and/or renovation/abatement notices sent to the State; and other relevant information concerning renovation/demolition activities at regulated facilities. This inspection was conducted based on the aforementioned permit for renovation/demolition activity at the Facility. Facility Information The facility is an apartment complex. CAA Asbestos Inspection Report: Inspection Date: Kenwood Creek Apartments 2345 Cobb Parkway Smyrna, GA 30080 03/21/2024 Page 1 of 2 Inspection Inspection Upon arrival at the Facility, the EPA inspectors spoke with the owner Dahl Cochran. He stated that unit Y4 had been gutted and completely rebuilt following a fire in the unit. He explained that the ceilings had burned. He stated that the electrical panels for the completion of the rebuild were recently received. Dahl Cochran provided the name and phone number of Tony Kennedy (678-427-6289) with Rehab Construction Specialists, LLC as the project manager for the unit rebuild. Permit #2023-004005, issued by Cobb County on May 3, 2023, stated that it was issued for interior renovations necessitated by fire damage. The permit listed the Facility owner as Kenwood Creek LP C/O Dahl Cochran and Associates, Watkinsville, Georgia 30677. No renovation/demolition activity was occurring at the time of this inspection. Conclusion EPA will discuss the renovation/demolition activity with Rehab Construction Specialists, LLC and other owners/operators to determine if the requirements of the Asbestos NESHAP were met when conducting the renovation/demolition.
