fU! V. B. PAPAQ30RQE - ST. LOUIS AUOUST 17, 1970 H. S. BEROai P. . HODGES P. J. HOLZAPFEL 0. L. JESSEE - ANNISTON The PCB review and the Inspection of the Aroclor facilities on July 31 were to ae very Informative and I hope your plant personnel benefited also. Progress cm carbon adsorption studies, the Inter ceptor basin, analytical capabilities and reduction of PCB In the plant effluent are very encouraging. I was, however, disappointed that we are still using considerable quantities of sand to keep the floors In the department partially dry. This long standing practice creates sand disposal problems ss well ss s difficult floor scraping and cleaning problem. Our efforts should be directed at preventing Aroclor from getting on the floor. Spills and leaks should be under extremely tight control so that the department has a "bone dry" appearance. If leaks do occur, they should be very rare and some evidence of containment such as sand, a bucket, or oil absorbent should be visible. These should be considered as temporary measures until permanent correction Is made and should not be tolerated for lon^ periods. Z reoognlxe that this poses a very challenging objective, but it can be achieved aa demonstrated by both the Newport and Ssuget operations. I believe it would help psychologically If the sand boxes at the base of all stairs were removed. The Interceptor basin being Installed will remove the Aroclor from water streams originating in the chlori nation and distillation areas. Z have eoneerns regarding the containment of Aroclors from the bulk storage, drumming, tank car and tank truck loading areas. The crushed rock areas should be replaced with concrete pavement, curbing and drainage to the Interceptor basin. The isotnt of Aroclor on the drumming ares floor appeared excessive and could overload the small sump which Is In the present drainage channel from this area. DSN 013990 STLCOPCB4003185 Mi 2 Va should strive for an operation in which no Aroelor is visible and one that we would not hesitate showing to a severe critic such as Congressman Ryan.
