Introduction
Pace AnalyticaSlervices,Inc.was contractedby the 3M Company to recollect samples forthe Port St.Lucie Multi-CitSytudy, The sampling was originally conducted inJuly 1999 by Battelle.The resamplingwas conducted to confirm baselineinformatioonbtainedduringtheJuly1999 event.Targetanalytesforthis event are PFOS, PFOSA, POAA, PFHS, and TFA (fluorochemicals)S.urface watersamples were alsoanalyzedformetals.The area ofgreatestintereswtas the quietsurfacewater locatednear MartinCounty Marina (Mapp Rd and SW Chapman Way). Emphasis was placedon qualitycontrolmeasures such as extensivefieldmatrix spikingat multipleconcentrationlevels,duplicatesamples, and proceduresto reduce possible contaminationduring fieldcollection.The sampling was conducted accordingto the specificationsset forthin the 3M General Project Outline(GPO), except as noted inthe reportsection"Deviationtsothe GPO". A summary ofthe fieldobservationscan be found inTable 1. Sampling locations were locatedforfuturereferencewith GPS longitudeand latitudceoordinates and are listeidnTable 2.

Sampling Protocols
Equipment Preparation: The 1 literNalgeneTm sample containersused for samplingwere rinsedwith"Optima"grade methanol and Di (Type Iwater)prior to use. Transferdevices,such as the stainlesssteelbucket,were field decontaminated between samples by mechanical removal of visible contaminantsfollowedby a thorough rinsingwith methanol and Type I DI water. New nitrilgeloves were worn at alltimes duringthe equipment preparation, sample collectioannd handlingprocedures. New gloveswere donned withevery change ofsample locationand/orsample matrix. Surface Water Samples: Samples were collectedapproximately15 cm below the surfaceofthe water by firsstubmersing the sample containerintothe water. Then the containerwas uncapped, filledand recapped while continually submerged (Figure1). This procedurewas used to avoid capturinga possible concentratedsurfacefilmlayer. Sediment Samples: Samples were collectedusinga stainlessteelscoop. The sediment samples were collectedatthe correspondingsubsurfacewater sample location.Approximatelythe top 2 centimetersof sediment were collectedinto the scoop. The scoop was then raisedslowlyto the surfaceto avoid lossof top sediment layer(Figure2). Tap Water Samples: Samples were collecteddirectliyntothe sample container viathe coldwater tap. Wastewater Treatment Sludge: This sample was collectedusing a stainless steelbucket and a nylonrope. The firsttwo feetof nylonrope above the pointof attachmentto the bucket was rinsedwith methanol and Type Iwater inthe field priorto use.

A summary ofthefieldobservationscan be found inTable 1.
MunicipalDrinkingWater Plant:The drinkinwgaterplanthas added a deep aquifer(approximatel1y350 feet)to the plantintakesource. Thiswater is treatedviareverseosmosis and isreferretdoas the RO water. Thissitewas not availableforcollectiodnuringthe 1999 Battellseamplingevent,per site contactBrad Macek. The RO sitewas collecteidnadditionto the original shallowaquifer(approximatel1y00 feet).The shallowaquiferundergoes lime-softenintgreatment.The outflowfrom the plantisa blendofthe RO and limesoftenedwaters. The plantrefersto the plantoutflowas the"pointof entry"because thiswaterentersthecitywatersystem.
North PortWastewater Treatment Plant(WWTP): The finaelffluenftorthe WWTP isatthe InjectioWnell(Figure3). Thisisthe pointwhere theeffluent isinjecteidntothe ground. Samples were collecteadtthispoint,but after furthedriscussionswithsitecontactCarlNorton,itwas determined thiswater would notbe representativoeftheeffluenctollectebdy Battellien1999. This sampling pointis now a blend of the WWTP effluenatnd waste reverse osmosis (RO) water from the drinkinwgater plant.The samples were submittedto the laboratoryb,ut effluenstamples were alsocollecteadt the chlorinecontactchamber (Figure4). Per CarlNorton,the chlorinecontact chamber effluenwtould be representativoefthe dischargecollectedin1999. Chlorinatiownas notoccurringinthe chlorinecontactchamber atthe timeof sampling. Note Figure5,which shows the algae-likfeilmon the surfaceof the pond leadingtothe injectiownell. Port St. Lucie Landfill: There were two leachateponds in use. The operatorswere currentlpyumping intoPond #3 and pumping out ofPond #4.

Samples were collectedfrom Pond #4 using a pond sampler. The sample containerwas invertedas itwas submerged intothe leachate pond to minimizethe entryofsurfaceleachateintothe container. Fire Department - Station #5: The cold water tap to the kitchensink was purged for approximately5 minutes and the sample was collected.No abnormalitiesnoted. Stuart Harbor: This siteis locatedjustoffthe NW corner of Jefferson Bridge.The sediment appeared to be relativelcyleansand. There appeared to be some landscapingactivitieosccurringapproximately100 yards to the west. Pendarvis Park: The cold water tap samples were collected from the women's restroom. The surfacewater samples were collectedby walking out on the concrete boat landingto avoid stirrinugp sediment. Sediment samples were collectedapproximately20 yards to the rightof the landing.A lightrainstartedduringthe surfacesampling and the 3M projectcoordinator Jess Eldddge was contacted. Per thatfirspthone conversation,as long as the rainremained lightf,inishPendarvis Park sampling. A second phone call was made to Jess EldridgeaftercollectinPgendarvis Park. The rainhad become heavierand outsidesampling activitiewsere haltedforthe day to allowthe surfacewater systems to settle. Totalrainfalflorthe event was 0.23 inchesand lastedapproximatelyone hour. 0 Holiday Inn: Samples were collected in room 413 after purging the cold water lineforten minutes. The water remained near ambient temperature. Nothing abnormal noted. 0 Martin County Marina: GPS coordinates from the 1999 sampling event indicatedthe sampling locationto be withinthe boat docking area. This area of the marina was littereadnd had severalboats indock, so a sampling point was selectedjustoutsidethe boat docks. 0 Quite Surface Water: The pond was relatively small (approximately 200 feet X 200 feet)see Figure6. The water was fairlcylearwithsome minnows

Samplingwas conductedapproximately 45 feetaway from visiblelifterT.he technicianwaitedapproximatelyfive minutesaftersteppingintothe waterto allowbottom sedimentto settleprior to collectintghewater sample.

Sampling atMartinCounty Marina and the QuietSurfacewater occurredwith 24 hours ofa rainevent. GPO requesteddry conditionfsora 24 hour period priorto sampling. Per the July11, 2000 phone conversationwithJess Eldridge,use of the subsurfacewater sampler would be needed onlyifa sampling configuration requireditsuse. The surfacewater samples were collectedmanually by hand. Benchmark locationfsorGPS accuracyconfirmatiownere not locateddue to constructioanctivities. As mentioned inthe "SpecialPrecautionsQ,A/QC" sectionof the GPO, Zip Lock bags and aluminum foilwere to be testedfor background levelsof fluorochemicalsT.he Zip Lock bag was clean but the aluminum foilhad some positiveresults.As a precautiona,fterthisinformatiownas made known, the sediment scoops which had been cleaned and wrapped infoil, were rinsedwith"Optima"grade methanoland Type Iwater inthe fieldprior to use. The data regardingthe aluminum foilwillbe evaluatedand reanalyzed ifnecessary.
