We understand justified price increases. We are familiar with material shortages. As managers of all companies are doing, we have been selective in soliciting new business, we have adjusted manufacturing levels to available raw materials, and we have raised our prices. One thing we have not done is change our attitude toward our customers. Our customers deserve and receive accurate informa tion on delivery of goods, concern and action on their problems, and we thank them for their business. They are our greatest asset - they are our customers. Several times in the past weeks we have shut-down production lines because our suppliers have not kept their delivery promises. Lately, we notice a lack of concern about customer service by some of our suppliers. Shortages are no excuse for a l^tek of follow-up by any supplier. We can. adjust to any situation, if we receive accurate information. Help us maintain our customer relations by keeping your promises. Sincerely, PLA5TI-K0TE COMPANY Robert M. Our records indicate that Plasti-Kote consumes approximately four million lbs. of Acetone and that this has been divided between Ashland and other suppliers. We have been a supplier to Ashland's Cleveland location, and it is our Intention to continue shipping in 1974. While our sales will be drastically reduced due to our overall shortage of product it is not in our plan, at least at the present time, to discontinue sales completely. So we assume that Plasti-Kote will still be able to obtain some of our Acetone from Ashland. Our records also show that USS Chemicals (U. S. Steel) enjoys the major share of Ashland's Acetone business. r* cc: Cleveland Office R. M. Rutan J. D. M. Shelley enc. l St*'*--'*-'*- " f f t' ASI-PK-00351 C\ ^ --%-> a J .__.'D,,^ ^[7 &}. Bardusch, Regional Manager Allied Chemical Corporation Park SO Plaza Y.'est One Saddlebrook, New Jersey 07662 Pear Joe: As v/e discussed at length at our meeting on Tuesday, the situation on acetone is nov/ critical at Plasti-Kote. Acetone is one solvent that v/e cannot do without if we are to continue to manufacture even at our present reduced level, I am sure that you can see what effect your company's decision to discontinue the sale of acetone to Ashland Chemical had on Plasti-Kote, Plasti-Kote purchased between 60% and 75% of the acetone that Allied Chemical supplied Ashland. I am obviously in no position to criticize your company's decision and I realize that under today's conditions, business decisions of this type have to be made. However, I must point out that Allied was fully aware that FlastiKote was Ashland's principal customer for acetone, and in my opinion, has an obli;gation to co*utinue to serve Plasti-Kote, either directly or through another distributor. As things nov/ stand, it is possible that we. will not have enough acetone to continue our present Ic-vel of operations past the 2Sth of January. Ashland has agreed to do everything possible to give us what they can. but at this writing, the outlook is far from bright. Joe, I sincerely feel that Allied Chemical has an obligation to continue to supply Plasti-Kote, since we have always been a customer, even though we purchased our acetone through your distributor, Ashland Chemical. Please under stand that I am not pleading Ashland's case, although they have always been affine supplier and are conveniently located in Northern Ohio. * Our usage of acetone runs between 45,000 and 60,000 gallons per month, depending upon whether we are in a five week or four week month; the first month of each quarter, being a five week accounting period. So you can see, v/hat effect the loss of 12,000 to 15,000 gallons will have on our operations. In closing, I would once again like, to emphasize that the situation is critical and time is of the essence. Plasti-Kote and Allied Chemical have had a long and I hope, mutually profitable association and 1 cannot believe that management was fully aware of the impact on Plasti-Kote when it made its decision to discontinue the services of Ashland Chemical. Joe, will you please review our situation with management as soon as possible? will look forward to an early and favorable reply. -n Sincere!v. / i {/ J McKenna President I PV.'.I.MM 1 10GQ LAKE ROAD * MEOiNA. Reference ia sade to our recant meeting and phone conversation, on converting a 10,000 gallon exist GcSSTBOSo tank for a flam mable propellant, Mr, William Cox of Diversified Chessicals has worked with the State on this conversion, I concur with -Mr. Cox cm the plan of drilling and tapping the MU cover for two (2) 2**-73346 relief valves and the addition of excess flow and back, pressure check valves in tbs top 2a-300 lb flanged nestles. The bottom coztles for pump suction can be fitted with a Sago 3332A or B excess flow valva, but this valve may cause purging problems when the liquid level is low, This excess flow valve vill not close as it has a flow rating is excess of 30 gpa, but will offer considerable pressure drop, Enclosed are two copies of a sketch covering a 2-1/2" J8SH Ho, 16Si excess flow valve and steel spacer to adapt it to the existing 2"-300 lb flanged nossla. This would bolt between the tank nostrle and the existing 2* flanged valve. This unit appears to have a greater open area than the 2?* Rago 3293~ or B. Sketches B and C show the best methods of insuring good flow''end a properly sized excess flow valve for good operation, These would use a 3H excess flow valve such as Rego 3123P. Sketch B requires machining from one piece whereas Sketch C requires welding but little machining. Copies are being sent to Mr, Cox for his cosseents and possible approval by the State, We will fee in touch with you next wssek on my return from a few days vacation. Fran Cachet Plasti-Eofce, Inc. 1000 Lake Road Medina, Ohio 44256 Dear Frans The information X requested from tne Hew York Department of Health finally arrived. Enclosed are copies of the two ref erences in the New York City Code to lead in paint. Note they allow 1% in the dried film. Of course, you axe aware that the. FDA promulgated regulations last year to take effect January 1, 1973 and January 1, 1974. As of January 1, 1973, no paint or coating intended to be used in and around the household can contain more than 0.5 percent lead in the dried film. According to attorneys for NPCA, Federal Law cannot be pre-empted on labeling? however, they can on standards providing the State or City standards are at least as stringent as the Federal. In other words, H.Y. City could set a standard of 0.2% lead in paint, but in no case could a standard greater than 0.5% be established. Also enclosed are copies of the Federal Law. I hope this information helps guide you when formulating paints. Very truly yours. LTF/car Enclosures Lloyd T. O'Brien Dear Mr. O'Brien: Reference is made to your letter of October 23, 1972, regarding our deduction of $851.97 on our check No. 54220 dated 10/10/72. This deduction was taken to adjust your Credit Memo #0056-6087 dated 10/4/72 which omitted the adjustment for the attached in voice #066-373 dated 7/13/72. The computation of the deduction was made as follows: 33,280 lb. X $.0256/lb. = $851.97, this being the same method used in your computation. It appears that the erroneous date on the invoice caused this omission. The invoice date shown as 7/13/72, should be 9/13/72, since shipment was received on 9/14/72. Furthermore, it appears as though this, invoice was manually typed rather than following the normal billing procedure which may have caused it to be overlooked inadvertently. Richard Schellschmidt President Plasti-Kote Company 1000 Lake Road Medina, Ohio 44256 ........ ** ' Dear Dick: Reference is made to your letter concerning a proposal to demonstrate that the concentration of carbon dioxide near a person opening a beverage is the same as the concentration of fluorocarbon near a person using a hair spray. * I have checked with our technical staff, and they re port the following, "The actual weight of carbon dioxide con tained in a can of beer or bottle of soda at 90 pounds pressure is approximately 0.016 ounces. When all this gas is released from opening the container, the volume would be less than the volume of fluorocarbon if a hair spray was sprayed for a period of two seconds." Users of hair sprays discharge more than this quantity in normal use. Therefore, the volume of fluorocarbon gas in the air is much greater (in the order of 10-50 times greater) than carbon dioxide coming from the beer can or soda bottle. Further, although the Underwriters Laboratories classi fied carbon dioxide as Group 5A, i.e., lower than 6, we can find no good justification for this. The health of one group exposed continuously to 3% CO2 (30,000 ppm) was only slightly affected. The American. Conference of Governmental Industrial Hygienists has set the Threshold Limit Value (TLV) for CO9 at 5,000 ppm vs. 1,000 ppm for GENETBQN 12. We doubt that either of these values .T is too meaningful because neither is harmful at concentrations ^ encountered in normal use provided oxygen supply is not deficient As you know, propellant 12 has been reported as the cause of deaths via the deliberate abuse of aerosol products, whereas carbon dioxide is usually described as a simple asphyx iant. Accordingly, while we too are very concerned at the half. / truths in the Anderson column, we believe that an attack on CQ2^ would not provide a strong enough basis. Recently Allied took part in two meetings held in Washington, D.C. The first was a joint meeting of interested Government officials and industry manufacturers. The second ASI-PK-00398 Mr. Richard Schellschmidt Page 2 October 15, 1971 was a closed meeting held by the F.D.A. with invitations ex tended to various aerosol technical experts. However, since we do continue using fluorocarbon propellants in a great many of our products and are sensitive to indictments of the aerosol industry per se we are deeply concerned by the Anderson article. Box 70 Morristown, New Jersey 07960 Dear Joe: Attached is a copy of a recent column by Jack Anderson, which in my opinion libels the aerosol industry in general. As usual DuPont got the principal shaft since their trade name was specifically mentioned; however, I think that you and I must be equally concerned, because they might just as well have used Genetron and in the eyes of the public and probably of legislators we are all tarred with the same brush. I have expressed my indignation to the public relations director of Consolidated Foods, with a request for suggested action. You and I are aware of the measures being attempted by both CSMA and NPVLA in this connection, and I imagine you share my conclusion that not much has been accomplished to date.. Seeking specific rebuttal to the Jack Anderson libel, it occurs to me that a company with your research facilities could produce some facinating data suf ficiently interesting to receive wide-spread acceptance as editorial material, despite the current anti-business attitude of all the news media. In my letter to Con Foods I pointed out that everything in this world can be used in a deadly fashion, and that death can be induced by drinking too much pure water, for example. The specific thought I had in connection with Jack AndersonTs article and Grace Lichenstein's recent article^in the New York Times would take the following approach: Freon gas is actually one of the most inert and harmless gases in general use today. As a matter of fact, it is probably quite comparable to carbon dioxide ? in this characteristic. Carbon dioxide is actually a very innocuous substanceJ yet in sufficient concentrates it, like everything else, can kill. Anderson makes a big point of the fact that in utilizing aerosol products <-- specifically in his case hair spray, a certain amount of Freon is released in the vicinity of a human head. Every time a can of beer or a bottle of Coca-Cola is opened carbon dioxide is released in the vicinity of the human head. I would be inclined to guess that opening a can of beer at room ASI-PK-00403 1( ( Mr. Bardusch Page 2 August 11, 1971 / temperature would release as much carbon dioxide as the volume of Freon used in the typical application of hair spray. Certainly, if a person empties an entire can or bottle of beer into a glass as they do on TV commercials, with the great burst of gas and bubbling of foam, the quantity of gas escaping right under the nose of the consumer almost has to approximate the amount released in a typical application of hair spray. Your laboratory people will know whether or not this comparison has merit. Wouldn't you agree, that if it does, there would be lots and lots of columnists and newspapers who would pick it up. I doubt that there are many who would care to say anything in defense of an industry, but they might well pick it up as a means of attacking another industry -- brewing and soft drinks, and whereas I have no wish to spread these senseless attacks on business, at the moment it appears that our only defense is to make these attacks look ridiculous which this kind of publicity would tend to do. Please let me have your reaction. Very sincerely RH3:lgs P. S. Stimulation is pronounced at 5% (50,000 ppm} concentration. The health of sub marine personnel exposed continuously to 3% carbon dioxide was only slightly affected provided the oxygen content of the air was maintained at normal concentrations (1); when oxygen content was reduced to 15-17%, a variation in effects occurred according to duration of exposure. Impairment in general occurred at lower oxygen levels when exposure persisted over days and weeks. Deaths from carbon dioxide have been reported (2), but these were asphyxiating concentrations, probably several hundred thousand parts per million. The gas is weakly narcotic at 30,000 ppm (3) giving decreasing acuity of hearing and increasing blood pressure and pulse. Above this level subjective symptoms occur; at 50,000 ppm a 30-minute exposure produces signs of intoxication, and 70,000 and 100,000 ppm, unconsciousness In a few minutes. Flury and Zemik (4) quote Lehman-Hess that 5500 ppm CO^ for 6 hours causes no noticeable symptoms. The threshold limit of 5000 ppm for carton dioxide would appear to provide a rea sonably good margin of safety for an 8-hour daily exposure, provided ordinary amounts of oxygen are inhaled. Under these conditions no significant signs of oxygen deficiency should appear. References: 1. Schaefer, K.E.: Med. Res. Lab. Rept. No. 181, HI* 156 (1951). 2. CARBON DISULFIOE - Skin 20 ppm (Approximately 60 mg/m^} Carbon disulfide vapor is largely absorbed through the lungs, although toxic quan tities can also be absorbed through the skin (1). Its effects are largely on the nerv ous system; single exposures are characterized by narcosis and its sequelae. Symptoms of repeated exposure are nervousness, irritability, indigestion, bizarre dreams leading to insomnia, excessive fatigue, loss of appetite, and headache (1). ; Wiley and associates (2) exposed animals repeatedly to carbon disulfide at 37 ppm and found significant toxic effects. They recommended that atmospheric concentrations be kept below 32 ppm. It is now recognized that the neural responses to CS? are greatly influenced by the mineral content of the diet, at least in a'nimals (3); a highly min eralized diet exerts substantial protection against the neural effects of CS . Fatty's review (4) cites data to the effect that exposure of men to 160 to 230 ppm causes slight or no effects, 320 to 390 ppm causes slight symptoms after several hours,. 420 to 510 ppm causes symptoms after h hour, .1150 ppm causes serious symptoms after/** hour, 3210 to 3850 ppm is dangerous to life after ** hour, and 4815 ppm is fatal in h hour. Elkins (5) reports that industrial poisoning has occurred at concentrations ranging from 50 to 100 ppm or more, but that no ill effects were found among workers exposed to con centrations averaging from 10 to 65 ppm. Barthelemy (6) reports that when carbon di sulfide concentrations are kept below 30 ppm, no trouble was experienced; and Brieger (7) is in substantial accord. Rubin and Arieff (8) found equivocal evidence of toxic effects in persons exposed to an average concentration of from 2 to 26 ppm. The limit of 20 ppm although offering protection against serious systemic effects would appear to have little margin of safety particularly for those with poorly mineralized diets. 32 ASI-PK-00407 Specialty Chemicals Cleveland G.-Schroer PLASTIKOTE, ' 2Hc/ AEROSOL ANALYSIS Specialty Chemicals Technical Service, M-2 May 1, 1971 \`..C 1.
