The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections and Tony Spann. Mr. Spann also possesses EPA inspector credentials and was participating in this inspection to meet training requirements to conduct CAA NESHAP asbestos inspections. The facility is a legal office. Permit #RO2110-021 was issued by the City of Canton on November 30, 2022, for renovations to the facility which included interior modifications to the existing space on the lower level to provide upgraded office and reception spaces. According to the permit, renovation work consisted of framing non-load bearing walls, upgrading the existing bathroom fixtures to handicap accessibility, replacing existing windows and installing new drywall materials in the ceilings, upgrading electrical and HVAC systems, and installing new trim and flooring. Renovations had been completed at the time of this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation activity conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit. Facility Information The facility is a legal office. Inspectors presented their inspector credentials and explained that EPA was conducting the routine oversight inspection of the permitted renovation activity for compliance with the Asbestos NESHAP. Ms. Callahan explained that she was not familiar with the renovations which occurred at the facility. Ms. Callahan said she did not know if an asbestos inspection was conducted prior to the renovations. Renovation activity was not occurring at the facility at the time of this inspection. Permitted renovations were already completed. The permit indicated that Cipriani General Contracting, LLC is the contractor which performed the renovation activity at the facility. The permit also indicated that RMD Properties, Inc. owns the facility. Conclusion The inspectors will follow up with the owners/operators of the facility and the renovation activity, as deemed appropriate, to obtain information and necessary paperwork related to this renovation activity. This information will include, but not necessarily be limited to, copies of asbestos inspection reports, renovation notifications, and waste shipment records for the facility.
