ENVIRONMENTAL HEALTH REPORT CONTINENTAL VCM PLANT, APRIL 1970
Following is a list of environmental health activities of the Vinyl Chloride Monomer Plant during April 1970,
Status of Active Budgeted Items
1. Revision to Plant Effluent System
C-500 Vent Stack Extension, Tie-in of the new C-500 scrubber and the wood piping was completed during the plant turnaround. The system is in service and is operating satisfactorily.
Water Waste Disposal System, The brick-lined pits at the base of C500 were placed in service. Piping at the stripper is 95% complete. Bricking of the stripper was completed. Instrumentation installation should be completed during the first week in May, The electrical instal lation is about 50% complete, and should be complete in mid May. Most of the major work has been completed with only the setting of the T-252 pit agitator and installation of the stripper tower internals outstanding. This work is planned for May. Startup of this system is scheduled for early June.
2. Tank Car Vent Recovery System. The compressor was put in service and used to evacuate vinyl chloride from one of the large storage tanks prior to entry of the tank.
3. Low Pressure Condensate System, Installation has been delayed due to the plant turnaround.
4. Chlorine Vent System. Completion of this project was delayed due to the plant turnaround. However, installation should be completed by mid May and the unit will be placed in operation.
5. Secondary Waste Treatment Facilities. Cost estimating effort has been completed. The project is now being reviewed prior to sub mitting the AFE.

6. Soundproofing. The oxy 8" Duracor vent line was replaced with a 10" carbon steel pipe and covered with 4" of insulation in Block No. II. This has resulted in a considerable noise reduction in Block No. II. Insulation covers are presently being made for the chlorine compressors and for the gear drives on the cooling tower turbine pumps.
Current Developments:
The concrete pipe at the plant outfall has deteriorated and requires immediate replacement.
Several tie-ins were made during the turnaround as part of the proposed C-500 caustic scrubbing design change.
Sample taps were made on C-500 wood pipe and gas sampling and flow measurement will begin shortly.
