They are listed as re quested in your letter of August 6, 1968. Ajdditional safety activities are listed and show total requirements plus percent completed through August 30, 1968. This percent completed could be higher if all activities which are completed would be reported. I personally know df several inspections and safety meetings which have not been re ported. Also, the low percent of A Sc N contacts will certainly be improved as year-end contacts are made. The overall percentage completed shows that Ethyl field personnel are covering more assign ments than ever, and do not have the time to make all requirements when due. This area is something which I feel needs improving, and can only be done by more personnel at the field level. A n area which may be considered a potential lead exposure is idle Weightanks outside refinery control. These are increasing in number as refineries close and are becoming more difficult to locate and inspect. ihe subject of blending plant inspections on competitive plants may ell be reviewed as to our responsibilities, if any. Not with the i.dea of adding more inspections, but rather how can we cut down on the overall work load. I think we should be honest with ourselves and not list any more requirements than we can actually handle. ' ! . ' ; , We had a close call on a lead exposure incident with Adobe Refining at Abilene, Texas. This involved an old refinery which is shut down and is being operated as a pipeline terminal. The retirement of the terminal manager may have removed an "old hand" who knew the status -2- of the tank in question* Perhaps our A & N contacts on places of this sort are not deep enough to know that all hazardous tanks have adequate warning signs. I know from personal experience that this terminal was thought to be adequately covered. I delivered tank warning signs myself to this terminal when I covered that territory. The point I am trying to make is have we become so few and far between that our overall efficiency has declined. By doing this, the chances of lead exposure have increased from blending plants to tank cleanings. In some areas we are still being swept along on the momentum built up by Ethyl personnel before us. Safety activities are certainly being affected by the slow-down of this momentum. We have always taken great pride in our safety record as well as sales commplishments. Now, in the name of more sales we are sacrificing our safety record. Can Ethyl Corporation afford this? I say NO. HNG/ch Attach. H . N . Godbey -3 SOUTHWEST REGION Mr. K. C. Jost Detroit Concerning mixing plant inspections, unloadings and safety meetings, I have totaled 1 8 3 such requirements to be reported for 1 9 6 8 . This is based one one visit for inspection of all mixing plants at any one location, including inactive plants, but not including any supplied 1 0 0 $ by competition; one un loading at each refinery where we supply antiknock; and safety meetings for management and personnel at each such refinery. The 1 8 3 figure does not include the other 3 quarterly inspections of mixing plants. To date, we have done 8 h, or ho$ of required. Authority and Notification Contact Reports are not in as good condition. We have a total of 6 6 required - only 2k reported this year - 3 6 $. On this work, as well as mixing: plant work, I am confident our men'do much more than they get around to Reporting. ,Ther have been- too many repair jobs done for them not to have made some pretty good inspections of plants but the reports have not come in. . Thre are a number of situations that could provide lead exposure in this region: 1. The most important is the ignorance on the part of many people of th provisions in API;Bulletin 2016, Cleaning Tanks Used For Gasoline, some not even knowing the bulletin exists. I feel we should emphasize the need for review of this by our own men, but more so by all customer people even remotely concerned with gasoline and low flash product tank entries. .. , ; A corollary to this should be the -urging of all operators of tankage to recheck all their tank connections to be certain that leaded gasoline either can or cannot get into tanks. 2. We have all over the country auxiliary ciruulating tanks of various sizes that do get high lead concentrations from tank car washing. Every one of these need high level alarms that will be noticed and obeyed. . We need a definite recommended procedure for the operation of such tanks, , and. for the cleaning or dismantling of these and the connecting contam inated piping. 3; Leaky Weigh Tanks. I believe we should go to every refinery that has tanks 2 5 years or more old and urge them to consider early replace ment before they leak. Tne patching of leaks is always possible, but I believe we should try to prevent customer employee exposure to such. h . 1 Careless Repair Procedures. A few of the old-timers around refineries have gotten careless about requiring safety equipment when mixing plant repairs are made. We need to work with these individually to overcome this attitude. Mr. K. C. Jost Detroit -4 - 5- Out of Control Mixing Plants. These could be burned; vandalized or completely hauled off by someone, if they thought of a use for them. Some are fairly veil protected hy fences, buildings and caretakers, but others apparently have no protection, i.e. the old 1000 at Blessing, Texas '-also<if not yet dismantled, the PEM at Black Hills Refinery, Newcastle, Wyoming. C. Jost -3- 8/20/68 Practices and Plans that may lead to Lead Exposure - We are under the gun from the standpoint of cleaning weigh tanks. Standard Oil Company of California, Richmond, California, is asking to be allowed to clean their weigh tanks by acid washing and water rinse using the Butterworth system. We have been success ful in advising that weigh tank cleaning is hazardous from an ex posure and fire standpoint, but they are asking us to look into, and report to them our findings on the "Butterworth" system. Tank cleaning contractors in our area are getting a little lhx in maintaining good safety practices in cleaning leaded gaso line storage tanks and we are planning personal contacts with these cpntractors to cement the fact that the hazard of lead exposure is npw more than ever a serious condition. ; I do hope this will give you the required information for your report.
