Cartersville, Georgia 30121 Inspection Date: May 18, 2022 Facility Programmatic ID 3601430858 LAT: 34.2523 LON: -84.7944 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Pamela Storm (lead inspector) Tony Spann (Inspector-in-Training) Introduction An inspection pursuant to Section 114 of the CAA was conducted on May 18, 2022, at a former Texaco gasoline station, a demolition site, located at 71 Old Grassdale Road, N.E. in Cartersville, Georgia 30121 (the facility). The facility is owned by Naser and Najeb Corporation located at 18 Glenabbey Drive, N.W. in Cartersville, Georgia 30120. The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections and Tony Spann. Mr. Spann also possesses EPA inspector credentials and was participating in this inspection to meet training requirements to conduct CAA NESHAP asbestos inspections. The facility is a Texaco gasoline station with a "temporarily closed" sign. Portions of the facility had been demolished at the time of this inspection. Calhoun Commercial Construction, LLC obtained demolition permit #21110160 for the demolition of the facility from Bartow County on November 17, 2021. The inspectors obtained information regarding this permit from Bartow County on May 18, 2022, prior to this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the demolition activity conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit. Facility Information The facility is a vacant, partially demolished Texaco gasoline station. A "temporarily closed" sign is present at the site. The convenience store portion of the facility appears to be new and under construction. The convenience store portion of the facility was a shell of a building which appeared to be new construction consisting of concrete block walls, a rock floor and a wooden roof. The portion of the facility consisting of the gasoline pumps and the metal canopy covering the pumps had not yet been demolished. The metal canopy was detached from the newer portion of the facility roof which covered the store portion of the facility. No one was at the site conducting demolition activity at the facility at the time of this inspection. Conclusion The inspectors will follow up with Calhoun Commercial Construction, LLC, the contractor listed on the demolition permit, and other owners/operators, as deemed appropriate, to obtain information and necessary paperwork related to this demolition activity. This information will include, but not necessarily be limited to, copies of asbestos inspection reports and demolition notifications for the facility.
